The Department of Transportation and Public Facilities (DOT&PF), Northern Region Design and Engineering Services, is looking for our Technical Engineer 1 / Architect 1 position to help us Keep Alaska Moving! What you will be doing: In this role, you will serve as Northern Region's technical expert on water-related transportation infrastructure. You will lead and support the design of drainage, hydraulic, hydrologic, and other water-related project features for consultant-led and in-house DOT&PF projects. Responsibilities include developing project scope and design strategies, reviewing technical work products, coordinating with internal teams and external agencies, supporting permit acquisition, and providing technical guidance to staff across DOT&PF. This position also responds to water-related emergencies affecting transportation facilities, participates in public meetings and presentations, and provides lead-level supervision, mentoring, training, and technical direction to engineering staff. The work includes office-based hydraulic and hydrologic engineering, design review, and coordination with DOT&PF staff, consultants, and permitting agencies, along with regular field visits to project sites, remote locations, and high-water event areas to evaluate drainage conditions, collect data, and support water-related project and emergency response needs Who we are looking for: To be successful in this position, the selected applicant will possess the following core competencies:

Hydraulic Engineering:

Knowledge of the concepts, principles, theories, and methods applicable to analysis of the flow of fluids (open channel and pressure flow), estimation of river stages, and design of hydraulic structures, drainage structures, pipes, navigation facilities, reservoirs, locks, and dams.

Hydrology:

Knowledge of the concepts, principles, theories, and methods related to the magnitude, distribution, and quality of water resources including watershed management, climatology, geomorphology, groundwater hydrology, water quality, water resource management, and groundwater/surface water interactions.

Design:

Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems.

Technical Expertise:

Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.

Oral and Written Communication:

Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
