Job Description
USCIS - Business Analysis and Facilitation SME
Savvee Inc. is seeking a strategic Business Analysis and Facilitation SME to support our federal client onsite in Camp Springs, MD. The ideal candidate will lead collaborative discovery efforts to uncover business, policy, and operational needs to then translate them into clear, actionable requirements that guide technical teams and solution design. If you enjoy facilitating cross-functional working sessions and helping ensure solutions are fully validated, tested, and ready for successful deployment, this position could be a good fit for you.
- Current or prior USCIS and/or DHS experience is preferred.
ESSENTIAL FUNCTIONS
- Leading requirements elicitation and documentation.
- Facilitating stakeholder workshops and working sessions.
- Developing process maps, use cases, and functional specs.
- Supporting Agile backlog grooming and sprint planning.
- Translating policy and operational needs into system requirements.
- Supporting testing, UAT, and deployment readiness.
- Performing additional duties as assigned in support of evolving contract requirements and client needs.
- Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
- Demonstrating a commitment to quality and customer support.
REQUIRED EDUCATION AND TRAINING
- Bachelor's degree in Business, Information Systems, or related field
- CBAP, PMI-ACP, or equivalent certification
MINIMUM EXPERIENCE AND SKILLS REQUIRED
- Eight or more years as a business analyst or SME
- Five or more years supporting federal programs in areas such as process optimization, requirements analysis, and system integration with a focus on immigration
- Five or more years of experience with immigration policy, agencies and offices in the immigration ecosystem, and DHS systems used for identity management and immigration status verification
- Expertise in requirements gathering, process mapping, and workflow optimization
- Strong understanding of Agile methodologies, testing, and system deployment
- Ability to translate complex technical concepts into actionable business solutions
- Must have the ability to obtain the client's suitability
- Ability to undergo a background investigation and comply with the client's security and access requirements
- Ability to work with Sensitive But Unclassified (SBU) information in accordance with the client's policies
- A proficiency in utilizing MS Office products
- Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools
- Excellent written and verbal communication skills
- A highly motivated self-starter
- Must be motivated and have excellent customer service skills
DESIRED BUT NOT REQUIRED QUALIFICATIONS
- Experience supporting federal immigration or identity management programs
- Experience supporting identity verification or eligibility determination processes
- Experience developing requirements for separate Agile software development teams
- Familiarity with Jira, Azure DevOps, Scrum, SAFe, or Kanban
- Experience supporting UAT, alpha or beta testing, phased deployment, and operational readiness
- Experience facilitating federal stakeholder workshops and cross-agency working groups
