GENERAL DUTIES
Provide early capture support to understand customer requirements, shape acquisition strategy, and influence technical requirements through white papers, solution artifacts, and customer-aligned recommendations. Develop the integrated solution, including technical approach, management approach, transition strategy, staffing mix, risks, mitigations, and basis of estimate/bill of materials inputs. Collaboration with domain experts, program teams, pricing, capture, and proposal leads to design solutions that are compliant, compelling, executable, and aligned with customer architectural direction and evaluation criteria. Develop and maintain solution artifacts used throughout the capture and proposal lifecycle, including solution narratives, diagrams, staffing concepts, labor category inputs, demonstration plans, and cost/capability tradeoff recommendations. Coordinate and co-lead Blue Team reviews, solution iteration workshops, and color review activities to ensure the solution story remains consistent across volumes and proposal assignments. Lead and coordinate the developing, reviewing, and delivering assigned proposal artifacts while ensuring completeness, quality, compliance, and alignment with capture and proposal schedules. Identify subject matter experts, capability gaps, key personnel needs, staffing requirements, and technical discriminators needed to strengthen the proposed solution. Support program growth by working with delivery teams to identify improvements, innovations, and technical solutions that enhance existing contracts and inform future capture strategy.
REQUIRED QUALIFICATIONS
Have at least 8 years of experience in IT, cybersecurity, cloud, technical services, or a related technical discipline. Have at least 4 years of experience as a Solution Architect supporting capture, proposal development, or technical solutioning. Possess a certification in a relevant technical, management, cybersecurity, cloud, or IT service management discipline. Demonstrate strong understanding of enterprise technology, cybersecurity, cloud platforms, and high-level architecture concepts. Demonstrate knowledge of industry best practices in IT, cybersecurity, project management, Agile, DevOps, and IT service delivery. Have working knowledge of cloud computing platforms such as AWS, Azure, or Google Cloud. Communicate complex technical concepts clearly to executive, customer, capture, proposal, technical, and pricing stakeholders. Apply strong analytical, problem-solving, and tradeoff analysis skills to develop compliant and executable solutions. Lead cross-functional technical teams, solution teams, projects, or proposal workstreams in deadline-driven environments. Work effectively under pressure, manage competing priorities, and meet tight capture and proposal deadlines. Master's degree in Computer Science, Information Technology, Cybersecurity, Engineering, or a related field. Demonstrated success leading solution architecture for major federal, defense, or national security contract proposals. Experience developing solutions that directly contributed to contract awards or measurable capture outcomes. Advanced certifications in relevant technical domains such as AWS, Azure, cybersecurity, enterprise architecture, networking, or cloud architecture. Management or delivery certifications such as PMP, ITIL, Agile, Scrum, or other IT service delivery credentials. Experience supporting defense industry, Intelligence Community, Department of Defense, or other federal government customers. Knowledge of ITIL, DevOps, Agile, and other delivery frameworks used to design scalable and executable technical solutions. Strong understanding of network, systems, cloud, security, and enterprise architecture principles and protocols. Experience applying emerging technologies such as data analytics, automation, artificial intelligence, or machine learning to mission or enterprise IT solutions. Proven ability to lead senior stakeholders, build consensus across technical and business teams, and translate strategy into proposal-ready solution content. Certification in a relevant technical, management, cybersecurity, cloud, or IT service management discipline.
