Job Summary:

Under the direction of the Manager Performance Measurement, the System Sweeps Analyst is responsible for remotely verifying the performance of TBTA's tolled facilities. This position plays a key role in the monitoring of TBTA's toll collection systems in use for the Central Business District Tolling Program (CBDTP) as well as its Open Road Tolling (ORT) system and contributes to the protection of MTA's revenue. This role observes and analyzes all performance issues and the overall health of each lane of TBTA's toll collection systems.

Responsibilities:

Performs live monitoring of each facility and toll collection point to ensure that both the CBDTP and ORT systems are functioning correctly. Provide on-going and as-needed support in the implementation of CBDTP, including system acceptance testing and live system monitoring. Protect B&T's $2B revenue stream and ensure contractor compliance with contractually mandated system performance requirements. Daily performance measuring using video auditing tools. Assist in the production of the department's monthly performance reports and make recommendations and develop initiatives to improve performance. Detect problems with systems performance before they can become significant. Internal control audits should identify any under performance. Internal control audits should identify any under performance. Assist in the testing and validation of software and hardware changes. Performs other duties as assigned. Complies with all policies and standards. May be required to work hours outside regular work hours, as applicable. Observes the work performed by contractors, as applicable. Reviews invoices and approves them if the work has contractual standards, as applicable. Addresses performance issues with the contractor when possible, as applicable. Escalates issues to other parties when needed, as applicable.

Qualifications:

Bachelor's Degree in Arts/Sciences (BA/BS) in business, technology, engineering or other related field. Additional years of experience can be substituted in lieu of education. Minimum 2 years of relevant finance/ auditing, technical experience, or tolling and Intelligent Transportation Systems experience or related field. Proficiency in Microsoft Office Suite of applications, particularly Excel. The ability maintain focus when performing repetitive auditing tasks. General understanding of audit and QA procedures. Demonstrates accountability by taking ownership of monitoring results, certifications, and issue reporting to safeguard revenue and compliance. Applies strong attention to detail when reviewing and certifying system data to ensure accuracy and reliability. Works collaboratively with managers, contractors, and stakeholders to resolve issues and strengthen performance. Uses critical thinking to evaluate data objectively and develop effective recommendations.

Preferred:

Knowledge of or experience with performance measurement roles. Effective research, analytical, writing abilities and communication skills. Knowledge of computer software and hardware systems and their application in an operating environment. Knowledge and understanding of toll collection systems. Experience with toll collection systems, auditing, technical experience, inspections or facility sweeps. Maintains the highest standards of confidentiality and integrity when handling sensitive system and revenue information. Identifies performance gaps early and drives continuous improvement through proactive recommendations and initiatives. Microsoft Power Apps, Power BI or other reporting tools like Tableau.
