Job Duties and Preferred Qualifications :
Public Utilities Technical Services Division is looking for a Business Application Specialist II to join our team! This position plays a critical role in supporting and enhancing the division's technology systems and data-driven operations. Duties will include, but not limited to: Provide direct supervision of 3 full time employees. Serve as administrator of the Banner CIS and associated integrations. Serve as power-user and provide functional support for BannerCX CIS, Mobile Device Management software (Horizon MDM) and Service-Link Mobile Dispatch. Serve as a subject matter expert on system implementation projects. Create and maintain custom reports and interactive dashboards using tools such as Jasper Reports, Microsoft Report Builder, Power BI, and Excel to support tracking of key metrics and uncover useful insights. Review business processes and data trends to highlight areas for improvement, offer practical solutions, and help measure efficiency gains. Develop training materials and conduct end-user training. Manage the end-to-end deployment of mobile devices and software for field staff, ensuring seamless integration with operational systems and workflows. Work with the Business Division to create / maintain Standard Operating Procedures (SOPs) and Business Process Documentation (BPD) Develop and document business procedures for data entry, reporting guidelines, to support accurate analytics. Conduct meetings or make presentations to communication information as requested or needed. Liaison with IT Department and/or vendor to resolve software or hardware issues. Assist with maintenance and inventory management of technology assets (hardware and software) Work from Home is available after 6-months, in accordance with City and Technical Services Work from Home policies.
The ideal candidate should have:
Experience with asset management and customer information system applications or similar software. Experience serving as a system administrator, power user, or functional lead. Working knowledge of relational databases, such as MS SQL Server, Access, or similar. Advanced proficiency with Microsoft Office products or similar programs. Experience conducting data analysis to support operational decision-making, performance tracking, or process improvement. Familiarity with data analysis tools such as Excel (advanced formulas, pivot tables), Power BI, SQL, Report Builder. Experience providing technical briefings, developing and conducting training sessions, and creating user-focused documentation. Ability to effectively communicate complex technical information to non-technical users. Commitment to quality customer service for internal and external stakeholders. Ability to present data-driven insights clearly to diverse audiences. Organizational Skills. Detail-oriented with the ability to manage multiple projects and deadlines simultaneously. Strong prioritization and time-management skills. Ability to work independently with minimal supervision.

Minimum Qualifications:
Any combination of education (above high school), training, and/or experience equivalent to six (6) years in a field related to automated business operations in a network or server-based environment for the agency where the IT services are being used, utilizing the required knowledge, skills, and abilities.
Special Requirements:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

E VRS Contribution :
All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
