PROGRAM DESCRIPTION
The Enterprise Solutions group (BES) is part of the Enterprise IT directorate, overseeing the strategic vision and implementation plan of IT systems and solutions that the support Frederick National Laboratory for Cancer Research (FNL) operational and scientific organizations. The BES scope includes development, integration and optimization of the enterprise business systems used by the FNL operator, Leidos Biomedical Research, as well as logical and automation solutions for the scientific community.
POSITION OVERVIEW
We are seeking a Technical Application Administrator for Deltek Costpoint who brings a unique blend of technical expertise and business application knowledge. This role will be instrumental in supporting our Deltek Costpoint implementation in a GCCM (Government Cloud Moderate) cloud-hosted environment, serving as the critical bridge between business stakeholders and technical teams. The position is part of our Business Enterprise Solutions team, performing the following responsibilities in collaboration with, and supported by, an existing team of BI developers, software engineers, system administrators, DBAs and management. This position works closely with Finance, HR, Contracts, IT, and external Deltek consultants. The ideal candidate is comfortable navigating between technical and business conversations with ease and serve as a trusted advisor to stakeholders at all levels.
PRIMARY RESPONSIBILITIES
System Administration & Support
  • Serve as the primary administrator for Deltek Costpoint in a GCCM cloud-hosted environment Provide functional and technical support to stakeholders in Finance, Accounting, Payroll, Timekeeping, HR, Contracts, and Acquisitions Translate business requirements into technical specifications or configuration changes Partner with Deltek consultants to implement out-of-the-box functionality or develop custom extensibility solutions Technical Configuration & Development•Design, build, and maintain Costpoint extensibility solutions to meet business needs Using strong knowledge of Costpoint database structures, tables, and relationships,configure and optimize Costpoint modules to support evolving business processes Serve as Subject Matter Expert (SME) for integrations, APIs, middleware, and data flows involving Costpoint Develop queries, reports, and data extracts as needed Compliance & Documentation•Provide documentation, audit support, and system evidence for internal and external auditors Develop and maintain SOPs for Costpoint processes, configuration standards, and security practices Develop and maintain SOPs for Costpoint processes, configuration standards, and security practices Perform routine account audits and role reviews to ensure NIST and GCCM compliance Maintain accurate, up‑to‑date system documentation and configuration records Support security, access control, and segregation‑of‑duties requirement Upgrade Management & Innovation•Lead quarterly product upgrades, including planning, testing, and implementation Review Deltek release notes, evaluate new features, and advise stakeholders on potential benefits Work with business teams to pilot and adopt new Costpoint capabilities Identify system enhancements or automation opportunities that improve efficiency and usability
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency In addition to the education requirement, a minimum of five (5) years of progressively responsible experience including four (4) years of experience with Deltek Costpoint in a production environment and three (3) years with application administration, technical configuration or system support Hands-on experience with multiproduct Costpoint applications (enterprise, HR, finance, projects, etc.) Ability to obtain and maintain a security clearance Technical Skills
  • Strong working knowledge of Costpoint modules, and data structures Experience building Costpoint extensibility components and performing configuration changes Ability to write queries and build reports using SQL, Cognos, or similar BI/reporting tools Exposure to APIs, integrations, services or middleware platforms Business & Functional Knowledge
  • Working knowledge of multiple Costpoint modules including: Finance and Accounting Payroll Timekeeping Human Resources Contracts Management Acquisitions Understanding of business processes in government contracting or similar regulated industries Experience gathering requirements and translating business needs into system solutions Professional Skills
  • Excellent stakeholder management and communication skills Ability to work effectively with both technical teams and business users Strong documentation and process improvement capabilities Project management skills with experience leading system upgrades Analytical mindset with attention to detail
PERFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration: Deltek Costpoint certification(s) Experience with government contracting compliance requirements (DCAA, FAR, etc.) Familiarity with integration tools and APIs Experience with database concepts and SQL. Experience in an Agile or iterative development environment Knowledge of data analytics and business intelligence tools
