Full Time or Part Time:

Full time Additional Detail Applications must be submitted by 11:59 PM (EST) the day before the posted End Date. Please read all information in the Important Notices section. The Purchase of Prior Service (PPS) Analyst ensures that VRS systems are determining eligibility, calculating service cost, and applying payments in accordance with the applicable section of the Code of Virginia. In addition, this role analyzes all system information in the determination of PPS eligibility, PPS cost, and payment application. The incumbent submits detailed requests to correct member records or change underlying coding of the system, if any errors are found. This position provides guidance for employers in matters related to PPS.

Essential Duties and Responsibilities:

Maintain expertise on all types of PPS eligibility and purchase options, as defined by the applicable section of the Code of Virginia Maintain a complete understanding of how the requirements of the Code of Virginia are incorporated into the business rules in VRS systems, including how VRS systems determine eligibility, calculates PPS cost, determines available payment options, and applies payments received Provide guidance to employers with the establishment of employer-certified PPS eligibility and the establishment and maintenance of PPS purchase agreements in the VRS line of business system Analyze all system issues in the determination of PPS eligibility, PPS cost, or payment application Submit detailed requests to correct member records Thoroughly test all corrections to member PPS records prior to deployment Conduct detailed research and analysis of member purchase of prior service records to ensure data accuracy and compliance Submit detailed requests for code changes and fully test changes developed prior to implementation Establish all VRS certified PPS eligibility, and research and establish all VRS refunded service not represented in the VRS line of business system Facilitate the transfer of funds through the PPS journals prepared by the accounting department Other duties may be assigned

Essential Skills:

Excellent customer service skills Proven analytical skills with superior problem-solving ability Excellent verbal and written communication skills Ability to follow established procedures, complete assignments within established deadlines, work well under pressure, conduct research, prioritize, manage time, and work independently with minimal supervision

Minimum Qualifications:

Bachelor's degree in business, statistics, insurance, public administration, or a closely related field, required. An equivalent combination of education and experience may also be considered Minimum of two years of experience in research and analysis

Preferred Qualifications:

Experience in benefit administration, business, insurance, public administration, or legal services Proficiency with Microsoft Office products, particularly Excel and Tableau Previous experience working in the public sector Ability to work with large integrated enterprise systems Knowledge of VRS benefits Special Instructions

• Currently, this position has a hybrid work schedule requiring work in the office three days per week, and work remotely two days per week. The selected candidate must be able to work in the office any day of the week as required by the manager.
