Job Description

The Treasurer is a locally elected constitutional officer whose duties are mandated by the Code of Virginia and local ordinances. The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurer's Office include billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff. Under general direction, this position supports the Loudoun County Treasurer's Office by maintaining and enhancing systems used for tax billing, payment processing, reconciliation, delinquent tax tracking, and financial reporting. This role is responsible for configuring and supporting enterprise applications, troubleshooting system and data issues, developing reports and SQL queries, and supporting integrations with internal County systems and external banking partners. The position ensures systems operate efficiently and securely, supporting the accurate and timely collection of County revenues.
Key Responsibilities:
  • Support applications used for tax collection, payments, and financial operations
  • Maintain integrations between Treasurer's Office, Commissioner of the Revenue, Finance, and banking institutions
  • Troubleshoot system and data issues impacting revenue operations
  • Configure, maintain, and enhance enterprise applications
  • Analyze system performance and implement improvements
  • Support system upgrades, patches, and data migrations
  • Develop and maintain SQL queries, reports, and data extracts
  • Support financial reporting, reconciliation, and audit requests
  • Ensure data accuracy and integrity across systems
  • Assist with integrations for online payments, ACH/EFT, and banking interfaces
  • Troubleshoot transaction errors and reconciliation discrepancies
  • Support compliance with financial data security standards
  • Participate in requirements gathering, testing (UAT), and system implementations
  • Document business processes, system configurations, and procedures
  • Coordinate with IT staff, vendors, and business stakeholders Knowledge, Skills, and Abilities
  • Experience supporting enterprise applications and databases
  • Strong SQL and data analysis skills
  • Ability to troubleshoot complex system and data issues
  • Understanding of system integrations and financial processes preferred
  • Ability to communicate effectively with both technical and non-technical stakeholders
  • Strong problem-solving and critical thinking skills Hiring salary will be commensurate with experience. Bachelor's Degree in Computer Science, Information Systems, or related field and three (3) years of related experience in application support, systems analysis, or database development; or e quivalent combination of education and experience. Preferred Qualifications
  • Certifications such as ITIL, PMP, or CAPM
  • Experience with financial systems, payment processing, or government revenue systems
  • Experience working with system integrations and reporting tools Employment is contingent upon satisfactory completion of a criminal background and credit check.
Normal working hours are Monday through Friday from 8:30AM to 5:00PM with mandatory overtime during tax deadlines. .
