Job Description

Your Role The IT Systems Analyst, Consultant role is responsible for end to end capability planning and execution throughout the Product Lifecycle, including: gathering and prioritizing product and customer requirements, defining the vision and roadmap for an area of capability, ensuring application scalability, gap identification, improvement through automation and working closely with applications engineering, enterprise architecture, suppliers as well as key business stakeholders to ensure business goals are met without sacrificing quality or compliance with key non-functional requirements (security, scalability, operability, unit cost, etc).This position reports to the Sr. Manager/Care Management & Quality Platform Team in Woodland Hills. Your Knowledge and Experience Requires a bachelor's degree or equivalent experience, MBA preferred Requires at least 7 years of directly related professional experience and deep technical abilities in one or more primary products, programs or technologies, preferably implementing and supporting health solutions for a large enterprise Ability to drive Strategic Capability Planning processes Knowledge of Six Sigma and Design Thinking methodologies is desirable Strong knowledge and practice experience working with Agile Methodologies Excellent analytical and problem solving skills Demonstrated success delivering solutions from initiation to production Experience leading organizations through complex change highly desirable Experience working with Epic Payer Platform is a plus Strong conflict management skills are necessary Proven ability to lead cross-functional teams without formal authority Must possess excellent written and verbal communication skills; Ability to communicate effectively with all levels of the organization Healthcare experience strongly preferred Must have experience managing suppliers Must be willing to travel on occasion Hybrid This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week. Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need. Your Work In this role, you will: Define the strategy and roadmap for Care Management & Quality stakeholders at Blue Shield of California Partner with key business and IT stakeholders to secure funding and initiate work in support of key roadmap imperatives Work with suppliers to drive roadmaps in ways that closely align to capability roadmaps and BSC strategic objectives Provide source to target mapping as required Develop High-Level Expertise with how Blue Shield of California solves complex business problems within the Care Management & Quality domain which would include Clinical Quality Data Integrations and vendor partners Understand business stakeholder goals, processes and systems and works to achieve operational targets Work to improve performance/processes within their domain Work daily to solve complex problems requiring in-depth investigation and problem- solving skills as well as creative solutioning Understand and apply Agile methodology to daily work and support user story generation, sprint reviews and deployments Drive low-fidelity prototype work to evaluate potential value of options under consideration Influence both internal and external customers regarding IT policies, procedures/practices and security Provide guidance, leadership and coaching/training to other employees Act as a leader within the company
