Job Description

General Function:
This position involves highly skilled technical and analytical work in the design, development, implementation, and support of the City's management information systems and departmental technology solutions. The IT System Analyst is responsible for guiding projects from initial concepts through deployment, ensuring systems meet operational needs, security standards, and performance expectations.

None Essential Duties and Responsibilities:
Confers with City departments to determine technical requirements, evaluate needs, and develop appropriate system solutions. Tests, debugs, and validates programs, configurations, and system changes to ensure proper functionality. Provides comprehensive application support, including the deployment, configuration, troubleshooting, and ongoing maintenance of enterprise software systems, as well as the underlying servers, operating systems, virtualization platforms, and storage environments that enable them. Oversee backup, recovery, and business continuity systems to ensure data integrity, availability, and compliance with retention policies. Collaborates with departments to analyze business processes, gather requirements, and develop or enhance technology solutions that improve operational efficiency and service delivery. Troubleshoots complex technical issues across network, server, application, and user environments, providing advanced-level support and escalation assistance. Participates in system upgrades, patch management, lifecycle planning, and the documentation of technical procedures, configurations, and system architecture. Ensures compliance with City policies, industry best practices, and applicable federal, state, and local regulations related to information technology. Assists in the evaluation, testing, selection, and implementation of new technologies that support organizational goals and long-term IT strategy. Supports ERP system modules, providing configuration, deployment, troubleshooting, and ongoing maintenance in coordination with departmental users. Reviews project status, challenges, and progress with supervisors and project stakeholders. Monitors and maintains the performance, reliability, and security of systems and technical Infrastructure. Type of Appointment/Work hours:
Full-time/Regular in-person position. Standard workweek, which is forty (40) hours of work per week usually consisting of five (5) days of eight (8) hours per day. The workday may be varied for the efficient delivery of public service. Will be required to work other than the standard workweek on occasion, including evenings, weekends, and/or holidays.
Requirements:
Bachelor of Science degree in Computer Science, Information Technology, or a related field, and a minimum of five (5) years of experience in computer support or related technical roles. Demonstrated experience supporting both network and desktop operating systems, including installation, configuration, troubleshooting, and equipment repair. Knowledge of multiple software applications and operating systems, including but not limited to: Microsoft desktop and server operating systems, Microsoft networking technologies, TCP/IP, Microsoft Office Suite and Microsoft 365 applications, Microsoft System Center Configuration Manager (SCCM), Microsoft Group Policy Management, CompTIA A+, Microsoft, and Cisco technologies. Knowledge of local area and wide area network administration, telecommunications systems, and related communications technologies. Strong understanding of Windows servers, laptops, networks, and enterprise environments. Extensive experience with O365, Microsoft Office Suite, and Microsoft Active Directory. Experience configuring and troubleshooting cellular devices integrated with O365 applications and calendar services. Experience with virtualization, cloud applications, and cloud management platforms. Familiarity with various technology support tools and diagnostic utilities. Ability to resolve Level 1 and Level 2 software and application issues, including problem recognition, research, isolation, resolution, and follow-up. Experience working in a multi-faceted, real-world operational environment. Must possess a valid Florida driver's license with a clean driving record. Must pass a background screening process.

Work Authorization/Security Clearance:
The employee must successfully pass a background screening process and comply with the City's Drug-Free Workplace policy. The City will also verify the identity and employment authorization of individuals hired so the proper completion of Form I-9 is required, which includes the employee providing documents evidencing identity and employment authorization.
