Job Description
The following education and experience will be accepted: Bachelor's degree from an accredited college in Public Administration, Human Resources, Computer Science, Data Engineering or closely related field plus four (4) years of experience in implementing and managing Human Resource or IT systems and projects. OR; Associate degree from an accredited college in Public Administration, Human Resources, Computer Science, Data Engineering or closely related field plus six (6) years of experience in implementing and managing Human Resource or IT systems and projects. Experience with Workday modules (HCM, Absence and Timekeeping, Payroll, Benefits, Finance, and other related modules) required. Data Analysis/Report expertise required. Experience in a municipal, county or state setting preferred. Strong understanding of Human Resources data management, security and reporting preferred. Experience in Human Resources system implementation or process improvement projects preferred. Must possess a valid Florida Driver's License and have and maintain an acceptable, safe driving record.
SPECIAL REQUIREMENTS
Two (2) years of experience as Workday ERP System Data Manager, or equivalent, required. Two (2) years of proven expertise in system auditing for Workday required. Two (2) years of experience with set-up and managing integration for Workday ERP solution required. Two (2) years of proven development (or application extension) expertise required. Two (2) years proven experience creating and updating custom reports utilizing latest Workday ERP reporting tools required. Code 2: Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination when the employee will be required to work. Under limited supervision, identifies the Workday product requirements and best practices to align with the City's needs and requirements. Responsible for ensuring the accuracy, integrity and security of data while supporting the Human Resources business processes and technology initiatives that improve efficiency and service delivery. Plays a critical role in supporting system optimization, data analytics and compliance reporting across multiple Human Resources functional areas. This role serves as a business partner and systems expert, translating complex business needs into effective Workday configurations and process improvements. Reports to the Human Resources Director or designee.ESSENTIAL JOB FUNCTIONS
Serves as the primary system administrator for Workday within Human Resources. Provides leadership and a high level of expertise across all user experience aspects of the Workday product. Maintains data integrity through audits, reconciliation and workflow management. Maintains user access, security permissions and role-based configurations. Configures Workday EIB (Enterprise Interface Builder) for efficient data transfer. Troubleshoot and resolve technical issues related to Workday EIB. Works directly with functional area subject matter experts on breaks, fixes and enhancements to Workday that assists department users to have an enhanced experience with the software. Gathers and prioritizes product and customer requirements and requests for changes in the software. Monitors and troubleshoots data errors, system interfaces and user issues in coordination with IT and vendors. Researches and analyzes problems; formulates and implements effective solutions. Scopes and prioritizes activities based on business and customer impact. Focuses on the employee experience for employee functionalities throughout the system. Coordinates all aspects of Release testing for their functional area including test case development, Release review, Release issues resolution and verification of test results. Drives product enhancements including working with functional area SMEs, IT System Admins, and other users. Documents and tests system updates, patches and process improvements. Acts as product champion to build awareness and understanding. Provides and communicates information relevant to the Workday product to users (both functional area SME and general users). Briefs and trains new subject matter experts within the departments. Performs employee training, provides reporting tools and creates job aids. Serves as the main point of contact for departments for integration issues, workflow and/or approval issues. Communicates city-wide changes throughout the system. Encourages adoption of the system from end users by reviewing different processes and set up and identify and communicate suggested updates to subject matter experts. May be required to work extended hours during emergencies, special projects, troubleshooting and/or attend early morning or evening meetings.ADDITIONAL JOB FUNCTIONS
