Job Description
•This opportunity is available only to current Internal Employment Security Department employees. This non-permanent position is eligible for full-time telework; it is mainly virtual, though there may be an occasional in-office meeting depending on business needs. This position is expected to last 12 months. •The ideal candidate for the Technical Training Consultant position in the Leave and Care Division (LCD) is a skilled, adaptable training professional who excels at transforming complex technical systems into clear, engaging learning experiences. They bring strong knowledge of LCD's CRM, external-facing portal, and the software applications essential to staff performance, and they are adept at helping both new and experienced employees build confidence and proficiency in these tools. They demonstrate expertise in instructional design—planning, developing, and delivering training through instructor-led sessions, train-the-trainer models, e-learning, and multimedia formats. They are thoughtful in assessing learner needs, tailoring content to diverse audiences, and ensuring training is both accurate and accessible. Beyond technical capability, the ideal candidate embodies the mission and values of the Leave and Care Division. They help instill a sense of purpose and passion in staff, fostering a positive learning culture grounded in patience, collaboration, and professionalism. They communicate clearly, build strong working relationships, and consistently model curiosity, empathy, and a commitment to continuous improvement. Plans, designs, develops, implements and/or delivers specialized technical IT systems training and instructional programs, using instructor-led, train-the trainer, electronic/web-based, e-Learning, and/or multimedia training methods an d formats.
Tasks include:
Provide technical assistance to ensure effective and efficient administration of state activities, services and expenditures. Develop training materials to include handouts, job aids, models, multimedia visual aids, video tutorials and PowerPoint presentations. Coordinate with training team or subject matter experts to provide training to front-line staff, prepare training and orientation materials, conduct presentations. Consult with management in all aspects of training for division-wide initiatives and projects. Recommends and/or implements innovative solutions, modifications and enhancements to technology training programs. Develop eLearning and remote classroom curricu la.Tasks include:
Select and/or create e-learning and remote training curriculum for the LCD. Coordinate with training team and LCD subject matter experts to prepare classroom curricula, training and orientation materials consistent with state law and LCD policies, including drafting content. Develop content consistent with adult learning theory principles suitable for eLearning development. To request a detailed position description, click here . Qualifying candidates will meet one of the following criteria options: Option 1: Nine (9) years of experience developing and delivering trainings. Includes two years of experience related to technical IT training. Option 2: Associate's degree with focus on business, human resources, computer science, adult education or related field AND Seven (7) years of experience developing and delivering training. Includes two years of experience related to technical IT training. Option 3: Bachelor's Degree with focus on business, human resources, computer science, adult education or related field AND Five (5) years of experience developing and delivering training. Includes two years of experience related to technical IT training. Option 4: Nine (9) years combination of education and relevant experience in one of the following areas: unemployment insurance claims processing IT systems; Paid Family and Medical Leave benefit, or employee-paid insurance benefit premiums collection and processing within IT systems; delivering customer-focused employment and training services using IT systems; developing and delivering training and training documentation for IT systems; or developing human resources training courses within IT systems. Experience facilitating training for adult learners in a remote work environment. Experience using eLearning development software like Articulate, Camtasia, etc. Knowledge and experience with applying Adult Learning Theory and Social Learning Theory in educational environments.Special Requirements/Conditions of Employment:
