This role is responsible for analyzing department needs, configuring and supporting business applications, troubleshooting complex issues, coordinating with vendors and technical teams, and providing training and support to end users. Essential Job Functions Analyzes, configures, tests, implements, and supports Information Technology systems. Collaborates with end-users to identify their information needs and translate them into clear system requirements. Assists in managing the security of application software and proactively mitigates security risks. Works closely with technical staff and vendors to coordinate projects, resolve development and maintenance issues, and perform application tuning and optimization. Anticipates, analyzes, and resolves complex system problems by developing effective solutions and alternatives. Provides 24/7 on-call support on a rotating basis and responds to after-hours emergencies as needed. Performs related duties as required. Responds to work assignments promptly and reliably.
Minimum Qualifications Required:
Bachelor's degree in Computer Science or a similar field of study plus at least (2) years of related experience; or an Associate's degree in Computer Science or a similar field of study plus at least four (4) years of related experience; or an equivalent combination of related education, experience, certification, and training may also be considered. Must possess working experience with the following: Windows and Windows Server Maintaining applications in support of customer-oriented organizations Supporting and configuring packaged software applications Supporting and administering Microsoft Azure services in an enterprise environment, including Azure resource management, storage accounts, role-based access control, monitoring, and basic cloud service troubleshooting Preferred:
Experience with programming or scripting languages. Experience supporting Microsoft 365 services such as SharePoint Online, Teams, OneDrive, Exchange Online, or Microsoft 365 admin center functions. Experience using AI-assisted tools to support IT operations, documentation, troubleshooting, data analysis, automation, or process improvement. Experience with the fundamental components of a Windows Server network infrastructure using Active Directory (AD), Group Policy Objects (GPO), Domain Name System (DNS), or Dynamic Host Configuration Protocol (DHCP). Experience with relational databases such as Oracle or Microsoft SQL Server. Experience with report development/deployment using Crystal Reports, Crystal Reports Server, IBM Cognos, PowerBI, Tableau or Toad. Experience with supporting municipal government applications. Experience with LINUX, UNIX and IBM iSeries Midrange servers. Flexibly work outside normal business hours when needed to support system upgrades, maintenance, or critical issues, while demonstrating reliable attendance and a positive, solution-oriented approach. Communicate clearly and professionally — both in writing (reports, documentation, correspondence) and verbally — with staff, management, vendors, and the public. Proactively anticipate, identify, and resolve technical and operational issues. Comply with City and department administrative directives, policies, and procedures. Demonstrate satisfactory work performance and regular, reliable, and punctual attendance. On-call technical support is required on a rotating basis for all systems; must be able to respond and escalate within posted time constraints. Must be able to access Texas Criminal Justice Information Services (CJIS) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years. Must be able to work in the United States without requiring visa sponsorship, now or in the future. Certifications:
Additional certifications such as Microsoft Azure certifications (Fundamentals, Associate, Expert) and/or CompTIA (A+, Network+, Project+, Security+, DataSys) are a plus. Certificate Pay Program:
The City of Bryan IT Department provides a Certificate Pay Program (CPP). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify. The primary goal of the IT CPP is to develop the technical skills of the IT staff to improve/focus on the overall service level of IT support services. Receive up to $450/month in certification pay for qualifying certificates. (Ex:
Network+, Security+, Tableau Desktop Specialist, etc.) Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT. Physical Demands Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, stooping, kneeling, reaching, pushing, pulling, twisting, bending, crawling, climbing, and using hands and fingers to operate equipment to regularly lift, carry, and/or move up to 25 pounds. Working Conditions Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment. Occasional outdoor fieldwork is required. There is exposure to inclement weather, temperature extremes, moving mechanical parts, electrical hazards, noise, vibration, dust, fumes, odors and/or other irritating airborne particles. Equipment Work shall be performed with tools, appliances and equipment approved by those agencies and bodies that have control, authority or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
