Job Description

Campbell County Utilities and Service Authority is seeking a motivated, qualified
GIS & IT
Analyst to support GIS and IT operations across the organization. This mid-level position requires experience with ArcGIS Online and the ability to support GIS applications, data and users, while also contributing to IT Systems and services. Under the supervision of the Technology and Training Manager this position performs various GIS and IT duties to support CCUSA operations and administration. GIS RESPONSIBILITIES
  • Develop, maintain and manage ArcGIS Online organizational content, including web maps, applications, dashboards and user permissions
  • Develop and maintain GIS datasets, documentation and data standards
  • Perform spatial analysis and produce maps and reports in support of organizational initiatives
  • Support Mobile and field data collection Solutions (Survey123, Field Maps, etc)
  • Provide GIS Support and training to staff and departments
  • Coordinate GIS projects and ensure data quality consistency
  • Maintain GIS data accuracy, standards, and documentation
  • Assist departments with GIS-related requests, mapping needs, and spatial analysis
IT & TECHNICAL RESPONSIBILITIES
  • Provide basic IT support for hardware, software, mobile devices and network-related issues
  • Assist with system administration tasks, user accounts, and access controls
  • Support internal applications, cloud platforms and databases
  • Collaborate with IT staff on system upgrades, security, and technology improvements
  • Support website improvements and maintenance
  • Assist with cybersecurity best practices, system updates and technology upgrades
  • Document systems, procedures and technical solutions Bachelor's degree in GIS, Geography, Information Technology, Computer Science or related field.
Five (5) or more years of professional experience working with ArcGIS Online (web maps, layers, dashboards, applications). Working knowledge of GIS concepts, spatial data and mapping workflows. Experience providing technical or application support to end users (technical and non-technical). Strong ability to analyze problems, develop solutions and communicate effectively. Willingness and eagerness to learn IT systems and technologies. Strong organizational skills and attention to detail. Experience with local government water and sewer department, a water and sewer Authority or Engineering firm is beneficial. Must possess strong organizational skills to be able to coordinate the activities of numerous projects and priorities. Training, mentorship, and professional development opportunities are supported and encouraged.
  • Experience in local, state or federal government environments supporting Public Safety, Public Works, Utilities or Planning Departments
  • Experience with ArcGIS Pro and ESRI field applications
  • Basic knowledge of networking, servers, or system administration
  • Experience with databases (SQL, geodatabases)
  • Familiarity with Python, Arcade or other scripting languages Must possess a valid driver's license issued by the Commonwealth of Virginia.
Ability to work well with the public and cooperatively with other staff, departments, and to be flexible and a team player. Must be able to pass a drug screening and background check as a condition of employment. Starting salary range is $70,315 to $78,741 A higher salary could be negotiated for an applicant with considerable relevant experience.
