IT Asset Discovery Analyst Incept Data Solutions, Inc - 4.2 Suffolk, VA Job Details Full-time 1 day ago Qualifications Computer science Stakeholder engagement Computer Science IT asset management Bachelor's degree IT procurement Computer Information Systems SaaS Interview-based research Licensing agreement management Cross-functional communication Information Technology Full Job Description IT Asset Discovery Analyst Position Overview The City of Suffolk is seeking an experienced IT Asset Discovery Analyst for a short-term engagement to conduct a comprehensive inventory and assessment of software assets, licensing agreements, and technology spend across all municipal departments. This role will serve as the connective tissue between the IT department and individual city departments to surface undocumented tools and decentralized procurement to produce a consolidated, actionable technology asset register that supports governance, budgeting, and renewal planning. Key Responsibilities Conduct structured discovery interviews and walkthroughs with department leads and staff across all city departments to identify all software applications in use, regardless of procurement source Document who uses each application, what it does, how many licenses are active, what it costs, when renewals occur, and which budget funds it Identify and catalog shadow IT — applications procured outside of IT's knowledge, including department-funded SaaS subscriptions, free tools with data risk, and unsanctioned cloud storage Cross-reference departmental findings against existing IT procurement records to identify gaps, redundancies, and overlap Perform network application categorization to validate discovered tools against actual traffic and usage Assess and document licensing compliance posture for key enterprise applications Build and deliver a centralized Software Asset Management (SAM) register with renewal calendar, ownership mapping, and cost attribution by department Flag applications with security, compliance, or data governance concerns for IT leadership review Provide a prioritized set of recommendations for consolidation, elimination, or renegotiation of licenses upon project completion Ability to successfully pass DMV Record check
Required Qualifications:
Bachelor's degree in Information Technology, Management Information Systems, Computer Information Systems (CIS), Computer Science or similar technical degree Experience in IT asset management, software asset management (SAM), or IT auditing Strong ability to conduct stakeholder interviews and translate non-technical department needs into documented IT inventory Familiarity with SaaS licensing models, enterprise software renewals, and software procurement processes Proficiency with spreadsheet tools and/or SAM platforms for documentation and tracking Excellent organizational and communication skills — ability to work across departments with varying levels of technical sophistication
Desired Qualifications :
Experience in a government, municipal, or public sector IT environment Familiarity with network monitoring or application categorization tools (e.g., Cisco Umbrella, Zscaler, Palo Alto App-ID) Knowledge of software compliance frameworks or IT governance standards (ITAM, ISO 19770) Experience with ITSM platforms (KACE, ServiceNow, Jira, Freshservice)
