RAPID RESPONSE IS A CORE REQUIREMENT
The ability to respond rapidly to an NTT service request or backup relief staffing request is critically important. Because of this operational requirement, NTT is seeking established professional broadcast engineering service providers that currently maintain and service broadcast customers within the City of San Francisco and can respond promptly to NTT's San Francisco facility when requested. Independent Professional Services Opportunity NTT Broadcast is seeking to establish an ongoing professional services relationship with an experienced, independently operated broadcast television engineering firm or broadcast engineering consultant capable of providing on-call broadcast engineering services at a government broadcast facility in San Francisco. This is not an employee position. NTT is seeking an established independent business that provides professional broadcast engineering or related technical consulting services to existing clients and maintains the business infrastructure, professional qualifications, insurance, tools and documentation appropriate to an independent professional services provider. The selected firm would serve as an as-needed engineering resource when NTT's regularly assigned Broadcast Engineer is unavailable because of vacation, illness or other circumstances, when an unexpected technical issue requires prompt assistance, and when additional engineering expertise is needed for broadcast-related special projects. Broadcast Environment NTT provides professional broadcast, streaming and audiovisual services supporting local government meetings in San Francisco. The facility includes two professional broadcast control rooms supporting live government meeting broadcasts and streaming operations. The selected provider must be capable of becoming sufficiently familiar with the facility's systems, signal paths, equipment, operating environment and technical procedures to provide reliable engineering coverage when requested. Because these services support live government meetings, system reliability, rapid troubleshooting, professional judgment and responsiveness are essential. Primary Services On-call relief coverage when NTT's regularly assigned Broadcast Engineer is unavailable. Planned engineering coverage for vacations and other scheduled absences. Short-notice backup coverage resulting from illness or other unexpected staffing circumstances. Rapid response to broadcast system failures, service outages and other significant technical problems. On-site troubleshooting and restoration of broadcast, video, audio, control-room, streaming, recording and related production systems. Diagnosis and resolution of signal-flow, equipment, connectivity and system-performance problems. Pre-production testing and verification of critical broadcast systems. Technical support during live government broadcasts and webcasts. Coordination with NTT personnel, technology providers, system integrators and other specialized vendors when appropriate. Technical documentation and reporting concerning significant engineering issues and corrective actions. Recommendations concerning equipment reliability, maintenance, replacement and system improvements. Special Project Support In addition to relief engineering coverage, NTT may engage the selected independent engineering firm for separately authorized broadcast-related projects, including: Broadcast system evaluation and modernization. Equipment replacement, system upgrades and control-room improvements. Broadcast workflow, signal-path and system-design improvements. Equipment specification, evaluation, installation, integration, testing and commissioning support. Development and deployment of new broadcast technologies. Troubleshooting or remediation of recurring technical issues. Technical documentation and system diagrams. Coordination with broadcast system integrators and specialized technology vendors. Other broadcast engineering initiatives requiring specialized professional expertise. Special projects would be defined and authorized separately based on NTT's needs and the contractor's expertise and availability. Professional Experience & Technical Qualifications NTT is seeking a seasoned broadcast television engineering professional services provider with substantial experience supporting sophisticated live broadcast environments. Substantial professional broadcast engineering experience supporting live television, local television broadcasting, government broadcasting, corporate television, production facilities, streaming operations, studios or comparable professional broadcast environments. Demonstrated expertise with professional television broadcast systems, control rooms, video and audio signal flow, routing, switching, cameras, audio systems, recording, streaming, monitoring, communications and network-connected broadcast technologies. Strong diagnostic and troubleshooting capability across integrated broadcast systems. Experience supporting live productions where system reliability and rapid problem resolution are essential. Ability to work professionally with clients, production personnel, technology providers, system integrators and specialized vendors. Prior government meeting broadcasting experience is desirable but is not required when the provider possesses substantial transferable professional broadcast engineering experience. Rapid Response & San Francisco Service Presence The ability to respond rapidly to a service request or backup relief staffing request is critically important to this engagement. NTT supports live government meeting broadcasts where an unexpected engineering absence, system outage or significant technical problem may require prompt on-site professional assistance. For this reason, NTT is specifically seeking established professional broadcast engineering service providers that currently maintain and service broadcast customers within the City of San Francisco and have the operational capacity to respond promptly to NTT's San Francisco facility when requested. Provide planned relief coverage when requested in advance. Provide reasonable short-notice backup engineering coverage when available. Respond promptly to significant broadcast system outages and technical problems. Provide on-site troubleshooting and service-restoration support when required. Develop and maintain sufficient familiarity with NTT's two control rooms, systems, signal paths, equipment and technical procedures to respond effectively when called upon. NTT recognizes that an independent contractor operates its own business and serves other clients. Availability for individual assignments will be coordinated between NTT and the professional services provider. Independent Business Requirements This opportunity is intended for an established independent business, not an individual seeking employment with NTT. The selected provider should be prepared to substantiate its independent business operations and professional qualifications. NTT may request appropriate documentation, including evidence of: An independently established broadcast engineering, television engineering or related professional consulting business. Existing clients other than NTT. Current broadcast customers within the City of San Francisco and an existing local service presence sufficient to support NTT's rapid-response requirements. Independent business identity, business operations and professional contact information. Appropriate business registration, licensing or organizational documentation, as applicable. Federal Tax Identification Number or other appropriate tax documentation. Professional invoicing and accounting practices. Appropriate professional and commercial insurance coverage, including general liability insurance and other coverage appropriate to the services provided. Workers' compensation coverage when applicable. Ownership of or access to the professional tools, test equipment and resources ordinarily associated with the provider's business. Ability to enter into a written independent contractor/professional services agreement with NTT. Any additional documentation reasonably required by NTT to substantiate the provider's independent business operations and qualifications. The professional services provider remains responsible for the operation of its own business, taxes, insurance, personnel, business expenses and other obligations associated with operating an independent business. Professional Services Rate $78.00-$88.00 per hour. The applicable professional services rate within this range will be determined based on the services provided, assignment requirements, technical complexity, and the independent contractor's qualifications, professional experience and specialized expertise. For separately authorized special projects involving a materially different scope of services, NTT and the professional services provider may establish project-specific pricing in writing before the work begins. The professional services rate represents payment to an independent business for contracted services and is not an employee wage or salary. The provider is responsible for its own business expenses, taxes, insurance, personnel, tools and equipment as applicable, and other obligations associated with operating its independent business. Professional Standards Because these services support government meeting broadcasts and public-facing communications, NTT places significant importance on integrity, reliability, confidentiality, professional judgment and accountability. The selected engineering firm must be capable of working professionally with NTT personnel, government agency representatives, system integrators, technology providers and other professional contractors. Technical problems must be communicated accurately, significant service incidents and corrective actions must be documented appropriately, and issues requiring additional expertise must be escalated promptly.
