- Processing tariff filings and routine petitions for transfers of assets.
- Inputting and analyzing data related to telecommunications carrier databases.
- Monitoring service quality.
- Analyzing customer service standards, financial metrics, and broadband deployment. In addition, the incumbent will rotate through various concentrations in the Office of Telecommunications in order to obtain a comprehensive understanding of telecommunications regulations in New York State Minimum Qualifications General Public Non-Competitive (NY HELPS)
- : For appointment to a Utility Analyst (Telecommunications) Trainee 1, you must have four years of experience dealing with telecommunications (telephone, internet, or video) in one of the following areas: telecommunications policy analysis or review; review of federal and state telecommunications rulemakings; review of telecommunications service quality performance, network reliability, or financing; review of telecommunications systems and services; review or performance of telecommunications customer service in a problem-solving capacity.
Substitution:
an associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. 55-b/c: Candidates who are currently eligible, who meet the qualifications listed in the "Non-Competitive (NY HELPS)" section above are encouraged to apply. Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in anNY HELPS
