POSITION SUMMARY

The Test Counselor plays a critical role in the prevention, education, and management of infectious diseases within the correctional environment. This position is responsible for providing patient education on HIV/HCV, and other infectious diseases of public health concern. The Test Counselor is also responsible for counseling patients via participation in the incarcerated education programs, opt out, voluntary pre- and post-test counseling, and testing. This position collaboratively interacts with nursing and medical staff, security staff, administrative staff, and support staff at all levels, seeking advice and channeling information through site-based ID Case Managers.

MINIMUM REQUIREMENTS

High School Diploma. Phlebotomy training and competency required. Five (3) or more years of clinical experience preferred. Must have current CPR certification and maintain any certifications required by contract. Attends a Department of Public Health (DPH) training curriculum within the first year of entering the profession, preferred. Knowledge and experience in areas of patient care practices, microbiology, asepsis, disinfecting/sterilization, adult education, infectious diseases, communication, program administration, and epidemiology.

ESSENTIAL FUNCTIONS

Provides information to patients during the initial orientation regarding HIV/HCV testing services available. Conducts admission and transfer orientation when needed. Provides individual pre- and post-test counseling for patients who have requested testing. Collects blood samples for HIV/HCV testing, via the DPH state lab. Provides referrals to ID Case Manager of new diagnoses. Maintains accurate records and ensures confidentiality. Provides monthly reports of activity to ID Program Manager. Facilitates Health Awareness and Peer Education groups. Attends conferences and in-service training sessions. Performs other duties as assigned to meet program and facility needs.
