Position Overview We are seeking a hands-on Gear Monitoring Specialist & Small Boat Operator to join the NOAA Fisheries Gear Monitoring Team (GMT) under the Southeast Fisheries Science Center (SEFSC) in Pascagoula, MS. This role is a dynamic mix of hands-on technical work, research vessel operations, and direct stakeholder engagement. You will construct and repair commercial gear (such as Turtle Excluder Devices and Bycatch Reduction Devices), operate research vessels, perform highway trailering, conduct dockside and at-sea gear inspections, and assist with outreach for commercial fishers and marine law enforcement.

This position is not currently funded and is contingent upon contract award. Employment is subject to successful completion of any required background checks and security processing required by the customer.

Key Responsibilities Gear Construction & Maintenance:

Build, repair (sew), and maintain selective fishing gear (TEDs, BRDs) used for research projects and educational outreach.

Vessel Operations & Trailering:

Safely operate and maintain Class A, I, and II research vessels. Perform highway trailering of research vessels and heavy loads across rural and interstate routes.

Field Research Support:

Provide gear expertise and hands-on assistance during fishery-independent and dependent research evaluating modified fishing gear.

Outreach & Enforcement Training:

Assist in hosting workshops, dockside visits, and demonstrations for commercial fishers across coastal Gulf States. Conduct training sessions for federal and state marine law enforcement on proper gear inspection protocols. Perform at-sea and dockside inspections of TEDs to evaluate and record technical compliance with federal regulations.

Emergency Response:

Assist in emergency responses (such as oil spill events) to help direct outreach, education, and enforcement efforts for sea turtle protection.

Facility & Shop Support:

Maintain equipment, net shop facilities, and warehouse workspace organization. Required Qualifications (Essential)

Net Experience:

Minimum of 2 years of direct experience in net construction and repair.

Vessel Experience:

Minimum of 2 years of experience operating and maintaining small boats and associated vessel systems.

Certifications & Licensing Requirements:

Ability to obtain a USCG License for the Operation of Uninspected Passenger Vessels ( 6-Pack License ) and a TWIC card within 1 year of hire (at candidate's expense). Current 40-hour

HAZWOPER

certification (or ability to maintain compliance at candidate's expense). Current Red Cross CPR and Basic First Aid certifications (at candidate's expense). Compliance with all NOAA Small Boat Program training and certification requirements.

Physical & Communication Capabilities:

Physical capability to embark and disembark unassisted between docks and vessels, or between two moving vessels at sea using both hands and feet. Ability to read trawl construction diagrams, understand federal fisheries regulations, and write clear trip summary reports.

Clearance:

Ability to pass a federal background check for Public Trust clearance. Preferred Qualifications (Desirable) Working experience in the commercial shrimp trawl fishery or a commercial net shop. Fluency in Vietnamese (reading, writing, and speaking) is highly desirable to engage with regional fishing communities. Experience in public speaking, conducting community outreach, and basic computer proficiency (word processing).

Pay:

$40,000.00 - $55,000.00 per year
