Job Description

Work is performed under the general guidance and leadership of the Director of Logistics. This is a highly skilled leadership position on the Signs and Markings team. This is advanced work in the field of traffic signs and markings design, construction, area signs, fleet designs and various other design projects within the City. This position requires strong knowledge of traffic markings, products, the purpose of traffic markings, sign production, installation and maintenance and the installation and purpose of traffic control devices. Leading a team safely and effectively is critical to this position. This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).
ESSENTIAL DUTIES

Plans, assigns and schedules work for the signs and markings team. Maintains appropriate inventory and equipment levels to ensure the City is protected and can communicate effectively with its citizens. Trains, enforces and mentors safety procedures and precautions. Ensure final graphics and layouts are visually appealing and on-brand after making necessary adjustments based on feedback. Ensure all markings and signs comply with Federal, State and Local laws and regulations. Supervises the maintenance/removal/installation of pavement markings by using thermoplastic, paint, or other supplies such as stop bars, crosswalks, parking lots/lines, curbs, bicycle paths, speed humps and other related markings on City roads and parking lots. Supervises and trains teams on compliance with all Federal, State, County and City safety policies, programs, rules, guidelines and procedures related to work, including vehicles, equipment, tools and facilities. Oversees the construction, removal, installation and maintenance of traffic signs on City streets. Supervises the installation, removal and maintenance of signs or decals (including vehicles) as required by various City Departments. Trains and supervises the removal and cutting of limbs, shrubs and vegetation blocking the view of street signs. Supervises the cleaning of dirt, mold, growth and graffiti from signage. Oversee the removal and installation of temporary traffic control devices such as cones, barricades, delineators, message boards and signs for special events and emergency situations. Assists in setting up traffic control in the work zones, including Maintenance of Traffic (MOT). Operates and trains regarding the use of vehicles, pulls trailers, high BTU torches, forklift, shop equipment and various hand and power tools. Manage and maintain work orders and projects. Tracks and plans for necessary equipment maintenance, repairs and inventory. Perform tasks from written work orders, oral instructions, blueprints, layouts, sketches, specifications, e-mails and digital communication. Furnishes cost estimates for proposed new and replacement projects. Maintains records of time and materials and sets priorities for work projects. Coordinates the use of available equipment to obtain maximum productivity and convenience. Investigates complaints in a professional, courteous and team-focused manner. Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Ability to lead a team with diverse and multiple priorities. Ability to prioritize projects based on needs, safety and communication requirements. Ability to research and interpret laws, regulations and ordinances to ensure compliance with the City's requirements for signs and markings. Strong ability to perform at a high level of accuracy with exemplary attention to detail Ability to work creatively while managing multiple projects under a tight deadline. Knowledgeable in the effective use of typography, color and visual space. Ability to create and review quality drawings by hand and electronically. Detailed understanding of printing, production, design and processes. Strong visual acuity with the ability to distinguish between minor and major color differences is essential in the graphic design process. Knowledge and ability to train others in basic arithmetic for measuring traffic signs, markings, decals and cutting posts to the required height if necessary. Ability to establish and maintain professional, cooperative, team-oriented and effective relationships with team members, other agencies, different departments, leaders and the general public. Knowledge of methods, practices and techniques used in the work assigned. Knowledge of the material, tools and equipment used in the work assigned. Ability to work under adverse conditions (heat, cold, inclement weather). Ability to perform manual labor (digging, heavy lifting, etc.). Knowledge of the occupational hazards and safety precautions required for the assigned work. Strong skills in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Ability to learn and utilize third-party software in an independent and efficient manner. Knowledge or ability to determine and ensure correct placements of traffic signs and markings. Must comply with all City safety policies and programs in the performance of their work, including, but not limited to, vehicles, equipment, tools, and facilities. Ability to establish and maintain professional, cooperative, team-focused and effective relationships with team members, other agencies, other departments, leaders and the general public . Knowledge of the hazards involved in the use of equipment and of the safety precautions to be taken. Ability to understand and follow general instructions, both oral and written, relating to construction and maintenance operations. Graduation from high school or possession of an acceptable equivalency diploma is required. Bachelor's degree in business, commercial art, advertising, graphic design, multimedia, visual communications or a related field preferred. Two (2) years of related experience at a supervisory level preferred. Valid Driver's License. Possess MOT (Maintenance of Traffic) certification or ability to obtain within six (6) months of position start date. Completed a Florida Department ofTransportation (FDOT)workzonecertificationsafetycourse or ability to obtain within six (6) months of position start date. A comparable amount of training and/or experience may be substituted for the minimum qualifications.
