The purpose of this position is to ensure signage efficiency. This is accomplished by ensuring signage accuracy and supervising work zone traffic crews. Other responsibilities include acting as Safety Program liaison; managing sign shop crew; and performing other duties as requested.

Ensures signage accuracy by removing and replacing worn and outdated signs and delineator devices on culverts, cattle guards, and bridges; answering emergency road closure calls; managing sign inventory; and ordering all sign and materials. Supervises work zone traffic crews by laying out traffic plans and maps and installing, maintaining, and removing traffic zones. Acts as Safety Program Liaison by receiving and distributing safety related materials; teaching safety classes; and providing new employee safety orientation. Manages crew and shop by supervising crew; operating heavy road equipment; installing fences; ordering all supplies; stocking fuel; inspecting buildings and yards; and maintaining diesel tanks, including certifying with New Mexico

SUPERVISORY CONTROLS
This position performs under the general supervision of the Road Superintendent who makes assignments, provides instruction and guidelines, sets priorities and time schedules. The day-to-day maintenance work is performed under the direct on-site supervision of either the Road Superintendent or the Road Maintenance Supervisor. Supervision is dependent upon project assignments. Incumbent reports to on-site supervisor any major problems requiring assistance. Work is subject to spot check during progress and upon completion for compliance with instructions and workmanship.
GUIDELINES
Guidelines include State Highway and Roadway Safety, Occupational Safety and Health manuals, rules and regulations, Manual on Uniform Traffic Control Devices, Departmental operating procedures and guidelines, oral and written instructions from the supervisor and a variety of trade manuals and practices. Safety guidelines require the use of judgment in interpreting and applying to specific cases or problems. Other guides are usually specific and directly applicable to the work.
WORKING CONDITIONS
The majority of the work is performed outside in all kinds of weather, including severe weather conditions. The incumbent is exposed to noise, vibration, dust, dirt, grease, chemicals, and fumes from motor and exhaust. The incumbent must be constantly alert to the presence of workers in the immediate vicinity. The incumbent is subject to the possibility of burns, bruises, cuts, scrapes, and broken bones.
OTHER REQUIREMENTS
The incumbent of this position must comply with established policies, procedures, directives, and safety guidelines of McKinley County and the Roads Department. Must utilize protective clothing and devices such as gloves, hard hats, safety glasses/goggles, safety shoes, earplugs or muffs. Coveralls are used when applying chemicals to road surfaces or when performing laborer tasks, such as servicing equipment, which could soil clothing.
MINIMUM QUALIFICATIONS
a. High School diploma or GED equivalent. PLUS - b. One year of light to medium duty equipment operation experience or completion of all requirements for Certificate in Heavy Equipment Operation.
CERTIFICATION OR LICENSING

KNOWLEDGES, SKILLS, & ABILITIES
a. Skill in the operation of light to medium motorized equipment. b. Ability to operate light duty stationary equipment. c. Knowledge of Highway and Roadway safety regulations, rules and requirements. d. Knowledge of Occupational Safety and Health regulations, rules and practices. e. Ability to perform minor maintenance and service of equipment. f. Ability to establish and maintain records and files. g. Ability to conduct training sessions and group meetings. h, Knowledge of sub-journeyman skilled trades, i.e. carpentry and painting work. i. Ability to read, write and speak the English language. j. Knowledge of the McKinley County rules and regulations pertaining to employee obligations, safety factors and specific work site controls.
PHYSICAL DEMANDS
a. Medium to heavy physical effort is required. b. Medium physical effort is used by the operator in constantly reaching, bending, turning and moving hands, arms, feet and legs to handle different sets of controls while operating motorized equipment. c. Medium physical effort is used to frequently climb in and out of equipment cabs at a height of six to seven feet, normally from ground level. d. Medium physical effort is used to occasionally lift, push, pull and carry objects weighing up to 30 pounds. Objects are lifted from ground to waist level. e. Heavy physical effort is used to occasionally lift, pull, push and carry objects such as equipment tire chains weighing up to 65 pounds. Objects are lifted from ground to waist level. f. Heavy physical effort is used to occasionally lift, pull, push and carry objects, such as tires or cutting blades, weighing up to 100 pounds with the assistance of another worker. Objects are lifted from ground to waist level. g. Light to medium physical effort is used in bending, turning, squatting, pushing, pulling, twisting and manual manipulations in servicing and performing minor repairs on equipment. h. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. i. The operator is subject to long periods of sitting while operating equipment and is also subject to a wide range of weather condition changes. j. The incumbent is subject to frequent walking, standing or movement of the limbs when performing duties other than equipment operation.
CONDITIONS OF EMPLOYMENT
a. May be required to pass a conditional post-offer of employment physical examination. b. May be required to pass a conditional post-offer of employment Drug Analysis test. c. May be subject to annual post-employment physical examinations d May be subject to random alcohol and drug testing.
