Quality Manager Talent Ocean Seattle, WA Job Details Full-time $91,895.38 - $110,669.71 a year 6 hours ago Qualifications General Contractor License Civil engineering EHS ISO standards Safety regulations Regulatory compliance Compliance audits & assessments Environmental compliance Quality management QA/QC Environmental regulatory compliance Quality audits Transportation infrastructure projects Working on construction projects Full Job Description Job Title Quality Manager - Transportation & Infrastructure Projects Role Summary We are seeking an experienced Quality Manager to lead and oversee Quality Assurance (QA) and Quality Control (QC) programs for large-scale transportation, rail transit, heavy civil, and infrastructure construction projects. The ideal candidate will possess strong expertise in implementing Quality Management Systems (QMS), conducting audits, ensuring regulatory compliance, and driving continuous process improvement throughout design and construction phases. This role will work closely with project management, construction teams, contractors, consultants, and client agencies to ensure compliance with project specifications, industry standards, and agency requirements while maintaining the highest levels of safety, quality, and operational excellence. Key Responsibilities Develop, implement, and maintain project-specific Quality Management Plans (QMPs), Inspection & Test Plans (ITPs), and QA/QC procedures. Lead quality oversight activities for transportation, rail transit, roadway, tunnel, bridge, utility, and heavy civil infrastructure projects. Conduct internal and external quality audits, surveillance inspections, and compliance reviews. Review contractor quality documentation, submittals, RFIs, NCRs/NDCs, material testing reports, and corrective action plans.
Ensure compliance with:
ISO 9001
standards Federal, State, and local transportation regulations Client agency specifications and requirements Environmental, Health & Safety standards Coordinate with project teams to identify quality risks and implement corrective/preventive actions. Monitor and track Key Performance Indicators (KPIs) related to quality performance and project delivery. Support document control processes and maintain accurate QA/QC records and audit logs. Participate in design reviews, constructability reviews, and change management processes. Oversee inspection and testing activities for civil, structural, track, systems, utilities, and roadway components. Provide quality training, mentoring, and guidance to project personnel and subcontractors. Collaborate with owners, contractors, consultants, and regulatory agencies during audits and compliance reviews. Support claims analysis, root cause investigations, and resolution of quality-related issues. Ensure implementation of continuous improvement initiatives across project teams. Required Qualifications Bachelor's degree in Engineering, Construction Management, Quality Management, Chemistry, or related technical discipline. Minimum 8-15+ years of experience in Quality Management, QA/QC, or Quality Oversight on infrastructure or transportation projects.
Strong experience supporting:
Rail Transit Projects Heavy Civil Construction Transportation Infrastructure Design-Build or CMGC Projects Public Agency Projects Demonstrated experience with Quality Management Systems and audit programs.
Knowledge of:
ISO 9001
2015 Construction quality procedures Inspection & testing requirements Material quality standards Safety and environmental compliance Experience reviewing contractor schedules, procedures, specifications, and testing documentation. Strong analytical, reporting, and communication skills. Ability to work in fast-paced, multi-disciplinary project environments. Preferred Qualifications Certified Quality Auditor (CQA) - ASQ Certified Quality Engineer (CQE) - ASQ

Lead Auditor Certification Professional Engineer (PE) license preferred PMP Certification preferred HAZWOPER or related safety certifications preferred Experience with major transit agencies such as: Metro/LACMTA BART SCRRA/Metrolink Caltrain DOT/Transportation Authorities Technical Skills Quality Management Systems (QMS) Audit Planning & Execution Root Cause Analysis Corrective & Preventive Actions (CAPA) Construction Documentation & Compliance Inspection & Testing Coordination KPI Tracking & Reporting Risk Management Contract & Specification Review Document Control Systems Microsoft Office Suite Bluebeam, Procore, SharePoint, or related construction platforms Project Types Supported Rail Transit Light Rail Transit (LRT) Subway / Tunnel Projects Highway & Roadway Improvements Bridges & Structures Maintenance Facilities Utility & Systems Infrastructure Design-Build Infrastructure Programs Soft Skills Leadership and team coordination Strong stakeholder communication Problem-solving and decision-making Detail-oriented mindset Ability to manage multiple priorities Client-facing professionalism
Pay:
