Recommends necessary budgetary and reprogramming actions required to ensure the effective operion of the facility. Recommends, reviews and revises operional and administrive procedures to ensure compliance with nional programs. Recommends and alloces budget, staff, and other resources to accomplish objectives th impact multiple organizional units/projects/programs and across multiple functions and/or disciplines. Manages budgets and either acquires or realloces resources among organizional units/projects/programs. Leads and integres both short-term and long-term future needs through the budget planning process. Communices and reinforces diversity and EEO policies and programs in all areas of responsibility, including selection, training and transfers. Supports and participes in the labor-management partnership process and fosters a work environment where all employees are treed in a fair and equitable manner. Contacts take place in meetings and conferences or in unplanned situions where the XO is designed as a contact point and these meetings have the potential for considerable consequence to the NAS, members of the general public, and representives of the aviion industry. The incumbent reports to the Air Traffic Manager, who provides minimal supervision. The incumbent exercises a high level of judgment in the performance of his/her duties by independently looking for alternive stregies to adapt to the changing requirements of the NAS. Security Requirement:

FV-J/FG-14 or above regional or headquarters position for least 1 year (52 weeks); OR 2. Must have been facility red or area certified for least 1 year (52 weeks) an Air Traffic Services (ATS) facility; OR 3. Must have held a MSS position for least 1 year (52 weeks) in an ATS facility. AND In addition to the qualificion requirements listed above, applicants must have held a MSS-2 or a 2152 FG-14 position or above for least 1 year (52 weeks) in an ATS facility.
