•The North Carolina Department of Revenue is currently hiring for a VTS Property Specialist II position. This position does have the ability to telework. The primary purpose of this position is to support the administration and operation of the statewide vehicle tax system, (VTS) Tag & Tax. This position will assist in the administration, maintenance and support of the statewide vehicle tax system, to ensure accurate processing and customer service to all stakeholders. This involves coordination of all stakeholders which include multiple state agencies (NCDOR, NCDOT, NCDMV, NCID, and NCDIT), all 100 NC counties, license plate agencies, software vendor, and vehicle valuation provider and most importantly the citizens of NC for the nine million vehicles renewed annually. The VTS Property Specialist II will assist in the communication between stakeholders, reconciliation issues, all technical issues with hardware and software related to the vehicle tax system. This position will review and monitor error reports, fixes, upgrades and enhancements. The VTS Property Specialist II will work with the VTS staff as part of the VTS liaison to review and monitor requests for enhancements and changes to the system. This position will assist in projects to coordinate with the counties, and programmers from the vendor and all state agencies impacted by changes. Other responsibilities will include monitoring data provided by vendor for vehicle valuation, provide training for new user's and all updates and enhancements to the system. This position will work on the VTS user manual as needed. This position will assist in the development of a training workshops for other stakeholders such as the STARS Helpdesk staff, call center and License plate agency training. The VTS Property Specialist II will report to the Personal Property Division manager and provide data to assist with budgeting, all procurement request (purchase, RFI, RFP, etc.), information for the Change Control Board agenda and any other data as requested or required. Knowledge Skills and Abilities/Management Preferences Ability to communicate comprehensive information on matters of a complex nature in a concise manner. Ability to investigate tax compliance issues of a substantial variety and complexity. Ability to communicate and resolve technical and controversial tax matters with professional judgment utilizing knowledge and skills as needed. Knowledge of VTS System and
DMV STARS
system. Knowledge or experience with NC DMV Statutes and requirements and NC Property Tax Laws, specifically in regard to registered motor vehicles.
Recruitment Range:
$63,927-$93,000 Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.
