Explains the overall objective of the office and discusses individual performance expections with each staff member. Develops and evalues subordine employees' performance standards. Gives subordine employees' advice, counsel, or instructions on work and administrive mters. Interviews candides for positions; recommends appointment, promotion or reassignment to unit positions. Communices and integres the organizion's stregic plan, mission, vision, and values into team stregies, goals, objectives, work plans, and work products and services. Organizes, sets, and monitors workflow of the Work and Family Life Program. Establishes performance standards for subordines; evalues staff and conducts supervisory counseling sessions when necessary; conducts performance evaluions of staff. Controls tendance and leave ensuring adeque work force is available all times to accomplish the mission. Monitors and reports on the stus, progress, timeliness, quantity, and quality of individual and teamwork. Provides consultion services, educion, referrals, and follow-up in situions th regularly confront the incumbent with difficulty in determining customer needs or wants. Establishes and maintains a positive and professional working relionship with the full variety of types of customers. Prepares reports and maintains records of subordines' accomplishments as metrics and/or in other form as required. Responsible for carrying out EEO policies and communicing support of these policies to subordines, assuring equality in determining qualificions, selections, assignments, training, promotions, details, discipline, and awards to employees. Applies concepts, principles, and theories reling to WFL services delivery systems to analyze and interpret complete social and behavioral da concerning clients; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Consults and collabores with the FFSC Director on policy interpretion and implemention for all WFL programs and services within the area of responsibility ensuring local instructions, standard opering procedures and guidance reflect current directives, instructions, and laws. Develops standardized plans, policies, and procedures for the delivery of services. Represents the FFSC professional conferences and committee meetings in and outside of the region. Supports EFA exercises and real-life operions to include supporting the installion EOC as required. Networks and coordines with Navy and civilian human service agencies to stay aware of available services, ensures required services are provided when referrals are made, and provides informion and assistance to such agencies when requested. Assesses needs and provides WFL and educion services to leadership, organizions, and populions serviced by the FFSC. Evalues and interprets da to identify and clarify issues and concerns; recommends approprie course of action to positively affect Navy family WFL relionships, mission readiness, recruitment and retention. Develops and implements procedures to monitor, analyze and document service effectiveness. Develops briefings to assist serviced populions in improving WFL skills and knowledge of available resources. Serves as primary train-the-trainer, ensuring th all staff maintains high presention skill levels, by monitoring program delivery and creing skill-building programs. Develops and manages a variety of educional forums and briefings to enhance community capacity and thus assist serviced populions in improving work/life skills and knowledge of available resources. Maintains necessary program and administrive merials and files; makes available policies, procedures and directives, and instructions from the Director to subordines. Identifies and advoces for resources as well as for informion and decisions on major work issues. Provides consultion and collaborion to address installion WFL issues and interfaces with other Installion Program Managers (e.g., MWR, food services, child development programs, and shelter services, etc.) to address community support issues, and with the Region WFL Coordinor to address service delivery and issues across region. A qualified candide possesses the following: Must have least four (4) years of specialized experience in managing services for Work and Family Life (WFL) or Quality of Life (QOL) programs with the Department of Defense (DoD). Comprehensive knowledge of the Navy organizion, mission, lifestyle, language, customs, and culture and skill in applying analytical methods and techniques to evalue the customer base and identify WFL needs, trends and performance measures to evalue program effectiveness and provide recommendions for process improvements. In-depth knowledge of Family Readiness and its mission and programs and practical knowledge of educion and training delivery methods, practices, processes, and techniques to collabore with staff on implementing QOL and WFL trainings and workshops. Practical knowledge of and skill in applying professional verbal and written communicion methods and techniques to network and collabore with diverse groups, organizions, military services, and civilian agencies; deliver WFL evidence-based training/educion to various audiences; compose clear, concise, and effective reports and documents; and establish and maintain professional relionships with management, staff, and personnel multiple echelons. Skill in conducting client interviews to establish the nure and extent of concerns and issues, to assist with the development of client goals and plans, and to determine approprie referral services and options to meet client needs. Skill in using various computer software dabases, spreadsheet, and word processing programs such as Word, Excel, and PowerPoint to maintain automed files, references, and instructions; distribute informion and develop marketing merials.
