Job Description
Position Summary Evergreen Metropolitan District (EMD) is seeking a knowledgeable, collaborative, and forward-thinking Water Resources Manager to join our leadership team. This full-time, exempt position reports directly to the General Manager and plays a vital role in protecting and managing the District's water resources, environmental programs, pretreatment operations, water rights administration, and new utility service development. The Water Resources Manager serves as a key liaison between the District, developers, contractors, governmental agencies, and the community while helping ensure the long-term sustainability and compliance of EMD's water and wastewater systems. This position offers an exciting opportunity to work in a mountain community dedicated to environmental stewardship, operational excellence, and exceptional public service.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include, but are not limited to, those listed below; other duties may be assigned. Coordinate with other Managers on District wide administration and operations including inventory, budget, and Board Reports. Provide supervision and mentorship to staff. This includes proactive, regular counseling and support with professional development and annual reviews and disciplinary action if needed. Develop, implement, and enforce rules and regulations for new utility service connections and wastewater pretreatment programs. Manage the Pretreatment Program by updating and enforcing Rules and Regulations, supervising the inspection of pretreatment facilities, and coordinating with developers and owners on inspections, violations, and requirements. Manage the Environmental Program by keeping current on Federal, State, and local environmental regulations, responding to, and updating Managers and Board of Directors on environmental issues, supervising the sampling for water quality within the watershed, updating Managers and Board of Directors on snowpack and flow rates, and assisting in Evergreen Lake maintenance operations. Manage the New Services Program by coordinating with owners, engineers, and contractors to determine feasibility of new service, design of service connections and/or mains, easement requirements, and compliance with Rules and Regulations. Assist owners with inclusion within the District, collect fees, and work with General Manager, legal counsel, and Board of Directors for Inclusion Hearing. Prepare tap applications, collect tap fees and connection/inspection fees, and coordinate with other departments for new service line taps, inspections, and meter sets. Manage Hydrant permit applications and inspections by preparing all permit applications, inspecting hydrants, and metering equipment, and collecting fees. Maintain proper records of all environmental issues, planning and zoning referral comments, inclusions, new service applications, easements, as-builts, and additional documents. Maintain GIS and As-Built data and documents including service line diagrams, mains, valves, hydrants, manholes, and other data. Manage the Districts Water Rights, including coordination and communication with other shareholders, legal representatives, engineering agencies. This includes the oversight and administration of the water exchange program and coordinating data. Must be able to participate in the on-call rotation schedule and be able to work irregular hours, weekends, evenings, holidays as required to meet after-hours needs and emergency situations.QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor's degree in engineering, environmental science, or related field preferred. Four years of directly related professional experience may substitute for the degree requirement. Five (5) years of increasingly progressive responsible Public Works, environmental, or utilities design/review and construction experience required. Must possess and maintain a valid Colorado Driver's license. Knowledge of water rights, water and wastewater systems, environmental compliance, and plumbing practices and techniques. Proficient in Windows, Outlook, Word, Excel, Arc GIS and Cartegraph Ability to work effectively and collaboratively with other members of the staff, governmental agencies, consulting engineers, contractors, and the public. Leadership skills including social intelligence, conflict management, decision-making, emotional intelligence, and reasoning ability. Ability to work independently and prioritize multiple, on-going projects and tasks, and meet strict deadlines for consistency and proper workflow. Excellent verbal, written, and interpersonal communication skills.PHYSICAL DEMANDS
Regularly stand, walk, drive, and use senses for facility monitoring. Frequently lift/move up to 55 lbs.; occasionally climb, kneel, stoop, or crawl in confined spaces.Vision requirements:
