Borough Manager Borough of Sinking Spring Wastewater Treatment Plant Aug 19, 2026 Borough Manager Sinking Spring Borough, Berks County, PA Sinking Spring Borough (pop. 4,280; 1.5 sq. miles) is seeking a qualified professional for the position of Borough Manager. Working under the direction of a 7-member Council, the Manager serves as the Chief Administrative Officer, overseeing day-to-day operations and acting as the primary liaison for residents, staff, businesses, and neighboring municipalities. Responsibilities include human resources, planning, zoning, code enforcement and administration of a $6.1 million budget across General, Emergency Services, and Sewer funds. The Manager guides a workforce of 23 full-time, 13 part-time and 35 seasonal employees spanning administration, public works, police, recreation, and library services. A degree in public administration or business management, combined with at least 5 years of successful municipal management experience, is strongly preferred; an equivalent combination of education and experience will be accepted. The ideal candidate will possess demonstrated skills in municipal finance, personnel administration, collective bargaining, planning, and community development. Exceptional analytical, computer, and communication skills are required. Grant writing experience is a plus. Salary range is $70,000.00 to $105,000.00/year, depending on qualifications, plus a generous benefits package.
