This position will lead and oversee citywide property assessment and service charge operations while managing a skilled team. This role combines strategic planning, project leadership, and hands-on oversight of complex assessments, budgeting, and revenue tracking. This position collaborates with city departments, council members, and community stakeholders, helps shape policies, and ensures accurate, transparent processes. Here's what you can expect to do: Performs expert-level supervisory and administrative work directing and coordinating special assessments and nuisance abatement assessment processing for the City. Implements strategic and tactical work plans. Supervises, coordinates, and assigns work to staff. Conducts complex project work related to special assessments, nuisance abatements, garbage collection fees, and service charge issues. Directs activities involved in property assessment and fee collection. Trains others in maintaining unit systems, processes, procedures, and records and ensures that appropriate recordkeeping is maintained. Represents the City at neighborhood meetings and City Council meetings Certifies annual assessments for collection with Ramsey County property taxes. Position Requirements Eight years of assessments experience to include at least two years of professional level administrative experience in property assessment and collections, real estate, accounting, or equivalent.

Associate's degree in Public Administration, Business Administration, Accounting, Finance, or a related field may substitute for up to two years of experience. Bachelor's degree in the above may substitute for up to four years of experience. Master's degree in the above may substitute for up to six years of experience. GENERAL INFORMATION
Open Job Posting:
This posting is open to anyone who meets the position requirements.
Eligible Lists:
Eligible lists are typically created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately six months. Hiring Managers may interview/hire anyone from the list.
Final Selection Process:
You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
Pre-Employment Screening:
This position requires a credit check, and a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer, if qualifying based on education.
