Operating within a manual data workflow utilizing Excel and FileMaker Pro , this role requires advanced technical precision, data reconciliation, and analytical skill. The Billing Specialist serves as our primary liaison to county and state electronic health record portals. This role focuses strictly on financial, coding, and administrative billing rules, working in partnership with the Clinical Director (Clinical QA Lead) and the Administrative Assistant. 1.
Clinical Data Entry Manual Data Bridges:
Extract service records from FileMaker Pro, cross-reference them for accuracy, and maintain master billing ledgers in Microsoft Excel .
County Portal Entry:
Enter all single service episodes and manually open and close client treatment episodes on the County CCLink Portal System to match internal tracking databases.
Claims Batching:
Input and submit claims with exact precision through county portals.
Authorization Tracking:
Secure, track, and input service authorization codes directly into FileMaker Pro to keep staff informed of approved billing limits. 2.
Eligibility Verification & Managed Care Tracking Bulk Monthly Scrubs:
Run a manual medi-cal eligibility sweep on the Medi-Cal Provider Portal during the first week of every month for all active clients.
Database Updates:
Log updated eligibility status for medi-cal 3.
Denial Management & Error Resolution External Rejection Cleardown:
Monitor remittance data (ERAs and EOBs) to catch, investigate, and correct external county/state billing denials (e.g., eligibility lapses, CPT/ICD-10 code mismatches).
Resubmission:
Correct technical financial data errors in the system and execute the manual re-batching and resubmission of modified claims. 4. Compliance & Audit Reporting (NOABD)
Master Log Maintenance:
Own and maintain the agency's Master NOABD (Notice of Adverse Benefit Determination) Tracking Spreadsheet in Excel to monitor the 10-day timely access window and safeguard reimbursement records.
Financial Audit Prep:
Collect, organize, and compile financial billing records and timely access logs to ensure the agency passes annual county audits.
Clinical Boundary Adherence:
Route any documentation or medical necessity errors discovered during the billing process directly to the Clinical Director , who acts as the sole Quality Assurance Lead for clinical issues.
File Management:
Organize and archive electronic remittance advices (ERAs), explanation of benefits (EOBs), and all official agency financial folders.
REQUIREMENTS AND QUALIFICATIONS
Experience:
Minimum of 2 to 3 years of hands-on medical billing experience , with at least 1 year focusing directly on California Medi-Cal Specialty Mental Health or behavioral health billing.
High Education:
High School completion or equivalent
Software Proficiency:
Advanced, expert-level comfort with Microsoft Excel (managing complex data sheets) and experience working within FileMaker Pro or similar relational databases.
Industry Knowledge:
Solid understanding of California HIPAA rules, mental health coding structures (CPT codes and ICD-10 modifiers), and county-level behavioral health administrative standards preferred but not required.
Analytical Precision:
Outstanding speed and accuracy in manual data entry, with a proven ability to reconcile numbers across separate systems without automated EHR integration.

Pay:
$26.00 - $28.00 per hour Expected hours: 30.0 per week
