The Billing Manager will be responsible for managing a team of billing specialists, medical coders and payment posters. Overseeing optimization of procedures and ensuring compliance with regulatory standards. The Billing Manager will possess strong leadership skills, extensive knowledge of medical billing practices, and a commitment to achieving departmental goals.

This position is based in Midtown - Sacramento, CA (95811). Essential Functions Support the Health Center Manager in daily operations to ensure seamless clinic flow and effective team coordination. Manage the Billing Department, which includes encounter billing, payment posting, denial management, reconciliation, reports, and collections. Utilize financial analysis techniques to identify trends and opportunities for improvement in revenue cycle management. Act as a liaison between billing staff and external stakeholders, including insurance companies and patients, to address inquires and resolve issues promptly. Maintains department policies and procedures manual, master copy of all reports used in each program, and suggests and formulates new policies and procedures, and Health center-based forms, as needed, ensure they are being followed Monitor key performance indicators (KPIs) and prepare reports for senior management to track departmental performance and identify area for improvement. Provide training and support to staff members to enhance their understanding of medical billing processes and regulations. Oversee posting of all third-party receivables. Collaborate and train other departments to resolve billing discrepancies and improve overall revenue cycle efficiency. Ability to prioritize and multitask a large work volume with a high level of efficiency and attention to detail Oversee third party plan enrollment employees to ensure the enrollment process, procedures and operations comply with plan requirements and federal and state regulations and requirements. Stay current on industry trends, regulations, and best practices related to medical billing and accounts receivable. Conduct regular audits of production, billing procedures, and documentation to maintain compliance. Lead and participate in department and OCH wide meetings. Foster a positive and collaborative work environment that promotes teamwork, accountability, and continuous learning. Minimum Requirements High School diploma or equivalent Expertise in healthcare revenue cycle operations, typically gained from 5-7 years of progressive medical billing experience, including at least 2 years leading billing, coding, payment posting, or accounts receivable teams in a healthcare setting. Familiarity with Medi-Cal, Medicare, commercial insurance billing, and reimbursement practices; FQHC billing experience preferred. Strong understanding of revenue cycle management processes and best practices. Ability to analyze data, identify trends, and develop meaningful reports to support operational decision-making. Working knowledge ofICD-10, HCFA
1500 and UB-04 claim forms, and medical billing regulations. Proficiency with electronic medical record (EMR) systems and healthcare billing software. Demonstrated ability to prioritize competing responsibilities, manage time effectively, and meet deadlines in a fast-paced environment. Preferred Background Federally Qualified Health Center experience Medical, Dental, Optometry and Mental Health PPS rate billing Familiarity with Claim Adjustment Reason Codes Ability to collaborate effectively across a broad spectrum of backgrounds and perspectives.
