SUMMARY:
Coordinates, organizes, leads and supports all Disaster Recovery activities. Recruits, interviews, screens and assists clients in all phases of the process. Provides training and technical assistance or makes referrals in matters pertaining to disaster recovery services.
The coordinator is responsible for overseeing Disaster Recovery programs while managing a team of Specialists who are responsible for participant onboarding, documentation collection, eligibility verification, application review, and enrollment decisions.
The coordinator assists with ensuring the applications are processed accurately, consistently, and in accordance with approved policies, eligibility requirements, and program procedures. The Coordinator is responsible for assisting in maintaining quality control standards, monitoring application processing timelines, resolving complex eligibility issues, overseeing participant communications, and ensuring complete and audit-ready participant records.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Intake Operations Management
- Supervise daily intake operations for participants.
- Oversee participant onboarding and enrollment activities.
- Ensure intake processes are implemented consistently across all intake locations.
- Monitor intake workflow performance and participant processing timelines.
- Identify operational bottlenecks and implement process improvements.
- Ensure participants receive clear, timely, and professional communications throughout the intake process.
Eligibility Determination and Verification - Oversee review of participant eligibility documentation and supporting records.
- Ensure eligibility determinations are completed in accordance with approved program policies and procedures.
- Review complex eligibility determinations and provide guidance regarding policy interpretation.
- Monitor documentation requirements, application completeness, and verification activities.
- Resolve escalated eligibility issues and applicant disputes.
Documentation Management and Quality Control - Ensure participant files contain all required documentation prior to enrollment.
- Conduct quality assurance reviews of participant records.
- Review intake documentation, eligibility determinations, verification records, and enrollment approvals.
- - Ensure complete and audit-ready participant files are maintained.
- Monitor compliance with program record keeping requirements.
- Identify documentation deficiencies and implement corrective actions.
Application Processing and Workflow Oversight - Monitor application status and processing timelines.
- Oversee work queues and staff assignments.
- Ensure participant files progress efficiently through intake and eligibility review stages.
- Track aging applications and unresolved eligibility issues.
- Coordinate with other agencies regarding participant assignments and to gather required documentation.
Communication - Coordinate with other agencies to ensure participants receive timely updates regarding application status and eligibility determinations.
- Review escalated participant concerns and complaints.
- Support staff in resolving complex participant inquiries.
Training and Staff Development - Train and mentor Specialists
- Develop and deliver training related to:
○Intake procedures
○Eligibility requirements
○Documentation standards
○Quality assurance requirements
○Customer service expectations
○System of record utilization
○Conduct regular case review and coaching sessions. - Regularly exercises discretion, independent judgment and decision making while performing duties and responsibilities.
- Provides support and coordination for all Disaster Recovery programs and activities.
- Represent MEO at various community meetings as needed.
- Maintain professional boundaries and confidentiality at all times.
- Promotes and maintains safety culture for staff and clients.
- Regular attendance.

SUPERVISORY RESPONSIBILITIES
- Directly supervises the disaster recovery staff and program participants.

- Available to work flexible days and hours, which may include evenings and weekends.
- Ability to establish working relationships with appropriate community agencies and partners.
- Ability to travel off island on occasion.
EDUCATION and/or
EXPERIENCE
- High School Diploma or GED, required
- Associate''s degree in related field and supervisory experience, or equivalent combination of education and experience.
LANGUAGE SKILLS
- Ability to read and interpret documents such as grant regulations and instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively one-on-one and before groups of clients and the general public.
- Bilingual preferred.
MATHEMATICAL SKILLS
