SUMMARY:
Responsible for reviewing participant applications, verifying eligibility requirements, collecting and validating required documentation, conducting file reviews, and supporting enrollment activities for the Disaster Interim Housing Program (DIHP). Works closely with the Disaster Recovery Coordinator and coordinating partners to ensure participant files contain the information necessary to support eligibility determinations, duplication of benefits reviews, priority tier assignment, and enrollment decisions. Maintains accurate and complete program records, identifies documentation deficiencies, performs quality control reviews, and supports compliance with policies, program requirements and recordkeeping standards. The position operates within established timelines and service standards to support timely participant enrollment and program delivery.ESSENTIAL DUTIES AND RESPONSIBILITIES
Application and File Review- Review participant applications for completeness and readiness for eligibility review.
- Evaluate submitted documentation against program eligibility requirements.
- Identify missing, incomplete, conflicting, or expired documents.
- Verify required application components have been received prior to eligibility determination.
- Ensure participant files are organized and maintained in accordance with program standards. Documentation Collection and Verification
- Review documentation supporting impact, displacement, occupancy, identity, household composition, income, unmet needs, and other program eligibility criteria.
- Conduct duplication of benefits verification and documentation reviews as applicable.
- Validate documentation against program policies and requirements.
- Identify discrepancies requiring additional review or clarification. Coordination with Disaster Case Managers
- Communicate documentation deficiencies and eligibility concerns directly to assigned Disaster Case Managers.
- Request supplemental documentation and information through the Disaster Case Manager.
- Provide technical guidance regarding required documentation, verification standards, and eligibility requirements.
- Coordinate resolution of file deficiencies prior to enrollment or approval actions. Eligibility Support
- Assist with eligibility determination and verification activities.
- Review participant records to confirm program fit and eligibility requirements.
- Support priority tier assignment reviews in accordance with approved program procedures.
- Document eligibility findings and recommendations for supervisory review and approval.
- Escalate complex eligibility determinations to the Disaster Recovery Coordinator. System of Record Management
- Upload, organize, and maintain participant documentation within the program system of record.
- Ensure all required records are property indexed and stored.
- Maintain accurate records of file reviews, eligibility determinations, and documentation requests.
- Verify that participant records are complete and audit-ready. Quality Assurance
- Conduct quality control reviews of participant files and eligibility documentation.
- Identify trends in application deficiencies and recurring documentation issues.
- Assist with corrective actions related to documentation and eligibility reviews.
- Ensure adherence to established quality assurance standards. Compliance and Recordkeeping
- Maintain compliance with policies, program requirements, confidentiality standards, and record retention requirements.
- Support mentoring, audit, and quality assurance reviews.
- Protect personally identifiable information (PII) and sensitive participant data.
- Ensure documentation supports program decisions and eligibility determinations.
- Regularly exercises discretion, independent judgment and decision making while performing duties and responsibilities.
- Promotes and maintains a high level of customer service ensuring that client's needs are met.
- Maintain professional boundaries and confidentiality at all times.
- Promotes and maintains safety culture for staff and clients.
- Regular attendance.

EXPERIENCE
- High School Diploma or GED, or equivalent combination of education and experience.
LANGUAGE SKILLS
- Ability to read and interpret documents such as eligibility requirements.
- Ability to write reports.
- Ability to speak effectively before groups of clients and co-workers.
MATHEMATICAL SKILLS
- Ability to add, subtract, multiply, and divide in all units of measure.
REASONING ABILITY
- Ability to solve practical problems and deal with a variety of concrete variables. .
- Ability to interpret a variety of written and verbal instructions.
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid driver's license and access to an insured vehicle, preferred.
