Job Description
he PEP Operations & Compliance Specialist provides part-time operational, enrollment, and compliance support for Central Texas College's Prison Education Program (PEP), which delivers postsecondary instruction within Texas Department of Criminal Justice (TDCJ) facilities in the Gatesville region. The incumbent will be based in the Central Texas College North Service Area offices located in Gatesville, Texas, with regular coordination and on-site activity supporting program operations across approved TDCJ units. This position supports the day-to-day execution of paper-based enrollment, advising, documentation, and unit coordination processes required in a restricted-access correctional environment. The role is primarily responsible for enrollment logistics, document control, lay-in coordination, workflow tracking, and compliance-sensitive operational support. The Specialist works closely with the PEP Coordinator, advisors, faculty, and correctional partners to ensure that approved instructional access translates into timely enrollment, accurate documentation, and consistent student service delivery. This position does not perform independent advising or academic decision-making but supports compliance-aligned processes that reduce delays, rework, and administrative risk in a multi-site correctional education program. High school diploma or GED required. Six years wage earning clerical experience or certification / successful completion of relevant trade school (30 college credits) and two years wage earning clerical experience or Associates Degree and one year wage earning clerical experience is required A copy of certificates and/or college transcripts required with application if college certificate/degree listed on application for evaluation purposes.

- Ability to maintain confidentiality and comply with FERPA and institutional data protection standards.
- Ability to work effectively in restricted-access or security-controlled environments while adhering to established protocols.
- Support paper-based admissions, registration, add/drop, and enrollment workflows for incarcerated students, including preparation, tracking, and verification of required documentation.
- Enter and maintain student interest, eligibility, and enrollment information in required Texas Department of Criminal Justice (TDCJ) systems in accordance with institutional and agency procedures.
- Coordinate enrollment timelines and access logistics with advising, testing, tutoring, and instructional schedules across multiple TDCJ units.
- Prepare, submit, and track lay-in requests; monitor approvals and follow up on missed or disrupted access windows.
- Maintain accurate, audit-ready paper files and tracking logs to support enrollment verification, census, advising completion, and testing separation requirements.
- Assist with reconciliation of enrollment and participation records between institutional systems and TDCJ/Windham records.
- Prepare rosters, attendance forms, testing materials, and unit-ready packets; support document control, secure transport, and record retention protocols.
- Track operational metrics such as enrollment processing timelines, lay-in completion, and document turnaround to support workflow efficiency.
- Provide general operational support to ensure continuity of services in a restricted-access, paper-based environment.
- Collaborate with the PEP Coordinator, advisors, faculty, and institutional departments to support coordinated service delivery.
- Communicate professionally with correctional partners while adhering to security, access, and institutional protocols.
- Maintain confidentiality and comply with FERPA, data protection standards, and institutional policies when handling sensitive student and instructor information, including social security numbers and financial data.
- Perform other duties as assigned
