JOB SUMMARY

Under the supervision of a higher classified employee, performsplex accounting and record keeping transactions within the FOC. This position requires an understanding of specific accounting operations and procedures, general enforcement policies and procedures, and related court procedures. This position is responsible for scheduling and assisting FOC referees with docket summary reports, video recording equipment, and orders. This position requires a high degree of accuracy and a significant amount of independent judgment. The position explains departmental policies and procedures, and processes customer requests in an efficient and effective manner.

EXAMPLES OF DUTIES
Essential Duties:

Opens, updates, and closes accounts according to court orders, departmental policies and standard procedures. Notifies clients of account status and necessary procedures. Prepares and corrects records accordingly, maintains records with a high degree of accuracy.

Answers general public inquiries regarding the accounting, enforcement, and court procedures. Assists the clients in understanding the accounting system, its relationship to enforcement as a whole and resolving accounting issues relevant to their particular case.

Participates in administrative hearings with respect to resolving accounting issues and establishing protocols governing particular cases.

Processes

DHHS/TANF

certifications and decertification¿s on accounts, assigns support to the state, requests

DHHS/TANF

refunds and makes subsequent adjustments.

Processes state and federal tax intercepts, prepares receiptments.

Assists departmental staff with respect to accounting questions on particular cases and accounting procedures in general.

Makes necessary adjustments to the accounts including, but not limited to, direct credits, 18-year-old/graduation adjustments, social security adjustments, parenting time abatements, and any other occurrences which require an adjustment to the account balance.

Prepares and processes Ie Withholding Notices and modifications to ie withholding pursuant to account adjustments.

Attends department, staff, and special meetings as requested or required.

Audits account records for miscalculations, improper credit, overcharges, improper disbursement of funds, and other errors.

Prepares paperwork necessary for UIFSA and URESA (interstate) enforcement or support modification purposes andmunicates with other state IVD agencies.

Responsible for scheduling bench warrant recalls; generates and distributes notices for all bench warrants; monitors the status of existing bench warrants; prepares documents for all bench warrant hearings.

Prepares documents for employer enforcement, liens, license suspension, FIDM, and felony warrants.

Schedules evaluation, mediation, and referee hearings.

Performs related accounting, enforcement, and scheduling duties as required.

Represents the County in meetings withmunity agencies, mental health professionals, educationalanizations, and the public. Makes presentation to the Board of Commissioners and others as required.

Uses standard office equipment including aputer terminal in the course of the work.

Reviews, analyzes, and monitors legal documentation within court files.

Composes and prepares FOC Rmendations and Proposed Orders from dictated, handwritten, andputer-drafted documentation.

Coordinates the efficient processing of cases and courtroom proceedings. Processes court pleadings and notices of scheduled proceedings, including zoom notices. Coordinates hearing dates with the public and attorney's offices via phone and email.

Assists FOC Referees during court proceedings. Attends and monitors court proceedings,pletes docket summary notes, operates video recording equipment, maintains video logs for proceedings, hosts and operates zoom sessions, and manages and maintains breakout rooms.

Schedules court proceedings into courtputer software program.

Swears in witnesses and interpreters and administers oaths.

Checks in litigants, attorneys, or other individuals appearing for FOC hearings.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:

General bookkeeping techniques.

Investigative techniques and methodologies relevant to collections and support enforcement.

Computer applications related to work.

Operating standard office equipment, including personalputer, fax machine, calculator.

Community resources.

Problem resolution and decision making while dealing with people under extreme stress.

Communicating with clients, law enforcement and other governmental agencies.

LICENSES/CERTIFICATIONS

Possession of a valid Michigan Vehicle Operator¿s License

BACKGROUND CHECK

Pursuant to

MCL 15.651

¿ 15.654, Public Employee Finger-Based Criminal History Check Act, all IV-D staff will be subjected to a finger-based background investigation.

PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including aputer, vision to read ed materials and aputer screen and hearing and speech sufficient tomunicate in person or over the telephone.

These requirements may be amodated for otherwise qualified individuals requiring and requesting such amodations.

EDUCATION

Possession of a high school diploma. Two (2) years of college preferred with some courses in accounting, business management, and psychology.

EXPERIENCE

Three (3) years of experience as a bookkeeper, account clerk, cashier, or equivalent. One (1) year of demonstrated, satisfactory experience in dealing with the public in difficult situations.
