Assistant Corporation Counsel

Assists the Corporation Counsel in providing sound and efficient legal services for the Rock County Human Services Department. 60% Handles child protection cases for the HSD. Prosecutes all child in need of protection and services (CHIPS) cases. Prosecutes all termination of parental rights (TPR) petitions for Rock County. Ensures that judicial reviews on CHIPS cases are done on a timely basis. Ensures that the Department is in compliance with the Indian Child Welfare Act (ICWA) and the Interstate Compact on the placement of children (ICPC) 35% Handles other matters for HSD. Provides legal advice to the Rock County Department of Human Services. Handles all appellate matters for the Rock County Department of Human Services 5% Performs other duties as assigned. Thorough knowledge of the County ordinances and of general municipal, state, federal and common law affecting the Human Services Department, especially CHIPS, guardianship, protective placement and TPR. Basic understanding of the ICWA and ICPC. Thorough knowledge of principles, materials, and practice of legal research. Thorough knowledge of judicial procedures and rules of evidence. Thorough knowledge of established precedents and sources of legal reference applicable to County activities. Ability to establish and maintain effective working relationships with fellow employees, public officials of other departments and general public. Skills in the preparation and trial of cases especially jury trials. Skills in organizing, interpreting and applying legal principles and knowledge to complex legal problems. Skills in expressing legal ideas clearly and concisely, orally and in writing. Experience in the professional practice of law, including municipal legal experience. Graduation from accredited school of law. Licensed to practice law in the State of Wisconsin. Valid driver's license. Physical Elements Ability to sit, stand and walk for periods of time. Ability to exert up to 10 pounds, occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Equipment use Ability to use a computer and computer keyboard. Valid driver's license to be able to attend court proceedings Work is indoor legal work in an office building or court house.
