Job Description

Position Summary:
Finance Liaison Role:
This position is part of the OOA/Nutrition fiscal team and serves as a Finance Liaison within CAC's agency-wide Finance structure. This full-time, 37.5 hour/week position operates under the financial policies, procedures, internal controls, and oversight established by Central Office Finance. Central Office Finance is the keeper of CAC's official financial processes and documentation and coordinates official accounting activity and processing with Knox County, as applicable. An employee in this classification receives general supervision from the Office on Aging (OOA) Director and operates with a considerable level of responsibility. The position leads fiscal management and oversight for OOA and assigned Nutrition Services support, including budgeting, grant and contract financial management, financial analysis and reporting, closeouts, fiscal compliance, and review of work prepared by the Accounting Specialists. The position coordinates closely with CAC Central Office Finance and supervises the OOA fiscal support team.
Essential Duties and Responsibilities:
Leads overall OOA fiscal management and assigned Nutrition Services fiscal support in coordination with program leadership and CAC Central Office Finance. Prepares and manages overall and program-level budgets; performs routine budget-to-actual analysis; projects revenue and expenditures; and recommends adjustments. Reviews grants and contracts for fiscal requirements, including budgets, allowable costs, match, reporting, reimbursement, and closeout requirements. Reviews and approves routine grant/program invoices and reimbursement requests prepared by the Accounting Specialist - AR and prepares complex fiscal submissions when appropriate. Reviews AP-related fiscal documentation prepared by the Accounting Specialist - AP for budget availability, coding, grant allowability, completeness, and supporting documentation before routing through CAC processes. Manages annual and grant/program closeouts, including deadlines, supporting schedules, reconciliations, accruals, receivables/payables, and requested journal-entry support. Produces and/or reviews financial reports for management, boards, funders, auditors, and program staff. Reviews receivable aging, revenue activity, deposits, expenditure activity, cost allocations, in-kind schedules, and other fiscal records for reasonableness and compliance. Coordinates with CAC Central Office Finance on journal entries, revenue recognition, receivables, payables, accruals, reconciliations, audit requests, and financial reporting. Provides departmental oversight of OOA/Nutrition payroll and stipend support and coordinates with CAC Payroll or AP; agency payroll/payment processing remains centralized. Reviews purchasing requests for fiscal considerations and coordinates with CAC Purchasing/Procurement and AP in accordance with CAC policy. Supports grant applications, program planning, and management decisions by developing budgets and providing financial analysis. Leads or assists with fiscal monitoring of grants, programs, contracts, and subcontracted agencies as assigned. Supervises, trains, cross-trains, and reviews the work of the Accounting Specialist - AR and Accounting Specialist - AP. Maintains organized fiscal records sufficient to support monitoring, audits, grant reporting, and record-retention requirements. Performs other related fiscal duties as needed to ensure the success of OOA, Nutrition Services, and CAC. Maintains separation between preparation, review/approval, custody, posting, and reconciliation functions. Does not prepare and final approve the same financial transaction or report. When serving as preparer, ensures an independent reviewer is assigned. Ensures work prepared by AR and AP Accounting Specialists receives appropriate review before submission or processing. Coordinates with Central Office Finance so agency-level payroll processing, payment processing, coordination of official accounting activity with Knox County, bank reconciliation, and final agency financial reporting remain independently controlled. Escalates unreconciled balances, missed deadlines, compliance concerns, or control weaknesses to the OOA Director and Chief Financial Officer.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements below represent the knowledge, skills, and abilities needed for the position. Knowledge of governmental/nonprofit accounting, budgeting, grant management, and internal controls. Knowledge of grant and contract fiscal compliance, financial reporting, forecasting, and closeout practices. Ability to analyze financial information, identify variances and risks, and communicate recommendations. Ability to read and interpret government regulations, grant agreements, contracts, and financial instructions. Ability to supervise accounting staff, establish priorities, and meet critical deadlines. Strong spreadsheet, financial-system, documentation, and analytical skills. High degree of accuracy, professional judgment, and ability to work effectively with program leadership and Central Office Finance.
Education and Experience:
Bachelor's degree from an accredited college or university with a major in accounting, business, finance, or a related field. An equivalent combination of education and related work experience may be substituted. Five years of grant management or financial experience, with supervisory experience preferred. Demonstrated experience in budgeting, fiscal management, governmental or nonprofit accounting, and financial management information systems.
