EST GENERAL DESCRIPTION
This is very responsible clerical and administrative work involving the performance of varied customer service, record keeping, research, database and webpage management, training, account balancing and notary assignments in the City Clerk's office utilizing assorted technology. Work involves responsibility for carrying out varied duties related to land records, maps, vital statistics, genealogy, boards and commissions, city council meetings, legal issues, licenses, and other areas associated with a City Clerk’s Office. Responsibility for training other Records Clerks as assigned. This job classification consists of multiple steps which are achieved by mastering tasks and performing those tasks on a regular basis. The attached checklist shows the tasks/steps.
SUPERVISION RECEIVED
Works under the supervision of the City Clerk or designee and may also receive functional supervision from the Assistant City Clerk.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs counter work processing marriage license applications, forms, permits, licenses, death certificates and related material by checking for completeness and conformance to standard requirements. Receives and records various documents including land records and maps, trade names, veteran’s discharges, and other items associated with a City Clerk’s Office. Indexes trade name certificates and burial permits. Maintains records and files requiring knowledge of departmental procedures. Computes and collects recording fees, conveyance taxes, dog license fees, and other fees generated by the office. Serves as information clerk directing callers to proper department and providing information regarding the functions and operations of the department. Assists public with genealogy research, land record research and use of public terminal. Researches, prepares and certifies vital statistics copies for genealogy clients. Provides certified documents to public both at counter, via mail and by other means if applicable. Maintains and orders office supplies. Maintains accounts receivable and prepares monthly invoices for Internal Revenue Service, State of Connecticut and others. Types various reports related to the functions of the office. Maintains meeting notice board and Freedom of Information files. Issues absentee ballots, assists in tallying votes on election night. Notarizes documents for the general public.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of general office procedures, practices and equipment. Some skill in operating a typewriter (50 words per minute), calculator and copy machine. Considerable ability to establish and maintain effective working relationships with superiors, associates and the general public. Good ability to understand and follow oral and written instructions. Good ability to communicate effectively orally, via telephone or in person. Good working knowledge of computers.
QUALIFICATIONS A
high school diploma or the equivalent, plus two years’ experience in clerical work including public contact, or an equivalent combination of education and experience which provides a demonstrated ability to perform the duties of the position.
SPECIAL REQUIREMENTS
Must be or be able to become a Notary Public in the state of Connecticut.
TOOLS AND EQUIPMENT USED
Computer, typewriter, copier, calculator, lamination and map making machines and standard office equipment.

The employee must be able to comprehend varying procedures, write routine reports and correspondence and be able to present information in one-on-one situations and respond to questions related to the general functions of the department.

The work is conducted in typical office working conditions with virtually no disagreeable features. The noise level in the work environment is generally quiet. Important Information In order to be considered applicants must demonstrate on their application that they meet the minimum qualifications as stated in the job announcement. You must reside within the State of Connecticut, 60 miles from Norwich, within one year of appointment. Examination will consist of 100% written.
