Position available July 1, 2026Nature of Work:
This position is responsible for the daily operation and management of Duxbury Beach, the promotion of all related public access, liaising with the Duxbury Beach Reservation (DBR) on all endangered/protected species limitations (parking, space, cars, people etc.) and maintaining essential partnerships with the public, DBR, Harbor, Police, Recreation, DPW, Conservation, Town Manager departments and others as necessary). The Assistant Beach Operations Administrator has training and experience in applicable federal, state and local laws, bylaws, regulations, beach law enforcement, beach management and environmental fisheries/wildlife law enforcement and management. Work schedule shifts to ensure adequate coverage and includes nights, weekends, special events and holidays as needed.Supervision Required:
Under direct supervision of the Beach Operations Administrator, employee plans and carries out their regular work in accordance with standard practices and previous training, with substantial responsibility for determining the sequence and timing of action as well as substantial independence in planning and organizing and training employees on the work activities, including determining the work methods. The employee is expected to solve through experienced judgment most problems of detail or unusual situations by adapting methods or interpreting instructions to resolve the particular problem. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor, but ordinarily the employee plans the work, lays it out and carries it through to completion independently. Work is generally reviewed only for technical adequacy, appropriateness of actions or decisions, and conformance with policy or other requirements; the methods used in arriving at the end result are not usually reviewed in detail. The employee assists the Beach Operations Administrator exercising control in the development of departmental policies, goals, objectives and budgets and is expected to resolve all conflicts which arise and coordinate with others as necessary.Supervisory Responsibility:
Employee regularly leads part-time and seasonal employees in accomplishing assigned work and performs non-supervisory work that is usually of the same kind and levels as is being done by the group led. The number of employees supervised is well established and relatively predictable throughout the year. Employee, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. Supervisory functions typically consist of the following: plans, schedules and coordinates work operations to meet schedules, deadlines and priorities; revises work schedules to meet changes in workload or availability of manpower; recommends and justifies to higher levels of management changes in the organization of work, work methods or assignment of functions to positions that may affect staffing patterns, costs, work standards, etc.; assigns work based on varying capabilities of employees; assures that completed work meets the required standard of quality, timeliness and cost, taking corrective actions as necessary, including rejecting the work; recommends promotions, re-assignments, pay increases or other personnel actions; oversees attendance and leave, typically including approval of ordinary sick and vacation schedules; advises employees of performance requirements and prepares formal evaluations of performance; gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals and procedures; resolves employee complaints and effects disciplinary actions, such as oral warnings and reprimands; has substantial responsibility for technical soundness of subordinates' work. The employee is responsible for the direct supervision of full-time, part-time and seasonal (summer) employees including hiring and disciplinary action as required after consultation with the Beach Operations Administrator. Work operations are subject to frequent, abrupt and unexpected changes in deadlines, volume of work and sudden emergencies. A substantial number of employees supervised are dispersed to widely separated locations on a continuing basis.Confidentiality:
The employee has regular access at the division level to a wide variety of confidential information, including personnel records, criminal records/investigations, law suits, bid proposals, and insurance investigations. Confidentiality must be maintained with regard to this information in accordance with Divisional policy and the public records law.Accountability:
The nature of work or the operation of large, complex or potentially dangerous equipment increases the probability that errors could be serious. Consequences of errors, missed deadlines or poor judgment would include monetary losses due to waste of material, damage to buildings and equipment, danger to public safety, or personal injuries.Judgment:
Work is performed based on administrative or municipal policies, general principles, legislation, or directives that pertain to a specific division or functional area. Extensive judgment and ingenuity are required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies.Complexity:
The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact-finding techniques; or determining the methods to accomplish the work.Nature & Purpose of Public Contact:
Employee interacts constantly with co-workers, the public, groups and/or individuals who have conflicting opinions or objectives, diverse points of view or differences where skillful negotiating and achieving compromise is required to secure support, concurrence and acceptance or compliance; OR one-on-one relationships with a person who may be under severe stress, where gaining a high degree of persuasion may be required to obtain the desired effect. The employee may represent to the public a functional area of the municipality on matters of procedures or policy where perceptiveness is required to analyze circumstances in order to act appropriately not related to public safety and law enforcement functions. The employee shall refer all media requests relative to the public safety and law enforcement functions of the Town to the appropriate Public Safety Department Head. Employee also interacts with civic leaders, peers from the other organizations, representatives of professional organizations, and news media. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance. The employee deals with the public and other individuals on behalf of a division to communicate departmental practices, procedures, regulations or guidelines. Excellent communication and customer service skills are required involving courtesy, tact, and diplomacy in resolving complaints or concerns of the public.Essential Functions:

Liaises with the DBR on protection and management of endangered/protected species and subsequent habitat with regard to limitations on Duxbury Beach (parking, space, traffic management, cars, people etc.): 2. Thoroughly understands Federal and State permits and requirements that allow patrons onto Duxbury Beach and enforces beach permit, parking, closures and restrictions rules, regulations and requirements; 3. Maintains essential partnerships with the public, DBR, Harbor, Police, Public Works, Conservation and other departments as necessary to successfully manage the operations, enjoyment, enforcement of applicable rules, regulations, access, management and control of Beach. 4. Works in concert with Town Manager, Recreation Director, and Beach Operations Administrator on the management of the Town's DBR lease process and related terms, duties and responsibilities; 5. Promotes usage of all Town beaches providing public access in fair, friendly, fun manner; 6. Manages public partnership through Interactions at the beach, Communication (social media, signs, rules) and education campaigns (what is the beach to the Town, why is the beach important, existing, revised and/new rules, regs, etc.) 7. Collaborates with Human Resources (HR) to recruit, hire and onboard employees, then consults with HR as necessary on supervision, evaluations and progressive discipline as necessary: 8. Trains employees and provides instruction or advice in handling unusual circumstances; ensures that fair and proper supervision is provided within department; promotes good departmental morale and communication, works to resolve employee issues, delegates and assigns non-routine work; 9. Ensures all employees present a professional appearance and attitude at all times. 10. Manages employees to maintain an excellent standard of customer service; 11. Works to create a safe beach environment for employees and patrons. 12. Develops and models positive working relationships within all beach divisions (both Town and DBR); 13. Provides daily supervision and guidance to all Town beach employees (beach rangers, beach lifeguards, parking attendants, work crews) including managing internal workflow; planning schedules, monitoring and recording absences and time accrual balances for payroll; 14. Assist the Beach Operations Administrator in developing, implementing, and monitoring the division's policies, programs and procedures. 15. Assist the Beach Operations Administrator in developing, providing and updating policy, procedure, protocol master document for use in the field as necessary; 16. Ensures proper installation, coordination and maintenance of beach infrastructure, equipment and Town owned property, including vehicles, restrooms and portable toilets, parking lots, lifeguard stands, walkways and stairs, signage, traffic equipment (barrels, cones, sawhorses, etc.) and trash receptacles; 17. Will assist DBR with ensuring proper installation and deployment of beach wheelchairs, mobility mats and signage; 18. Prepares, administers, monitors and ensures compliance with Department budget, including vehicle depreciation and procurement; 19. Assist the Beach Operations Administrator in purchasing, maintaining, safeguarding and inventorying supplies necessary for beach operations such as equipment, paper products and employee uniforms; 20. Works with Department Head to reviews and authorizes payment for invoices associated with beach expenses; 21. Plans, approves and coordinates beach special events, including field trips, functions, parties and photography shoots for third parties and the Town as per Special Event permitting process; 22. Assists the public by answering questions and furnishing information, manages difficult customer service requests with regard to the beach, including permits, parking, hours of operations, dog walking, etc.; 23. Documents, via incident report, damage to beaches, buildings or vehicles and immediately reports them to supervisor for further communication to DBR and Town Manager's Office; 24. Reports all incidents that result in damage incurred to DBR property to DBR management and provides related incident reports; 25. Works with Treasurer/Collector as necessary to process and issue permits, placards and parking stickers; 26. Oversees the opening and closing of all beach facilities, and delegates as necessary to Lead Beach Ranger; 27. Reports any marine animal distress to proper authorities, supervisor and DBR; 28. Assist the Beach Operations Administrator in preparing and administering the beach division's budgets, reports, functions, office duties and tasks as required. 29. Under supervision of the Beach Operations Administrator and with input from the Chief of Police, oversees civilian Beach patrol functions (monitoring and enforcement of beach rules and Town bylaws not MGL, managing traffic, issuing parking tickets, ticketing unleashed dogs) and escalation to law enforcement as necessary; 30. Safeguards all town equipment, directs and models the safe and responsible operation of divisional vehicles and usage of specialized tools and equipment. 31. Assist the Beach Operations in managing records, including research and application for grants, permits, licenses, etc. 32. Manages maintenance of the beach division's vehicles including motor vehicles, and all-terrain vehicles. 33. after consultation and approval from supervisor determines when to close off-road vehicles and/or bathing due to inclement weather, heavy surf, riptide, unusually high tides, dangerous marine life and other conditions in the interest of public safety; 34. Work schedule shifts to ensure adequate coverage and includes nights, weekends, special events and holidays as needed. 35. Performs all other related job duties as necessary.Recommended Minimum Qualifications:
Education & Experience:
Bachelor's Degree or greater in natural resources, conservation, natural resource management, environmental management, recreation management, business management, public relations, public administration, public facing social media communication experience, related field or extensive specialized education and/or training in beach management preferred, or one to three or more years of experience in management including supervisory experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.Special Requirements:
Valid Massachusetts Driver's License; Qualified to operate all division equipment and vehicles; Ability to work outside of normal business hours to include evenings, weekends, and holidays; attend evening meetings and emergency situations as necessary. Operate standard office equipment and computers, motor vehicles, all-terrain vehicles, and two-way radios. Must be eighteen (18) years or older.Knowledge, Abilities & Skill:
Knowledge:
Comprehensive knowledge of current principles, practices, law, statutes, codes, ordinances, and terms and Thorough knowledge of applicable Massachusetts General Laws, town bylaws, and regulations relating to Duxbury beaches.Abilities:
Ability to deal effectively and diplomatically with the public, government agencies, other town employees, and other appropriate public and private organizations often in highly stressful situations. Ability to enforce rules and regulations firmly, fairly and impartially. Ability to operate motor vehicles in severe and hazardous weather conditions. Ability to efficiently plan and supervise all division employees including the work of subordinates. Ability to deal effectively and cordially with all persons using the beach and shorelines. Ability to collaborate with the DBR to efficiently coordinate any and all beach access as relates to endangered /protected species.Skill:
Operation of the aforementioned equipment. Supervisory and Administrative skills. Basic computer skills for word processing, databases, and spreadsheets.Work Environment:
Work is performed under varying conditions, either in an office, in a vehicle or in the immediate surrounding shoreline or beach areas. Frequent patrol work is conducted outdoors with exposure to extreme weather conditions in secluded areas.Occupational Risk:
Duties regularly present frequent, recurring exposure to hazardous conditions, such as working patrols on land in extreme weather conditions and secluded areas. Job entails the possibility for serious injury or exposure to conditions that could result in total permanent disability or loss of life. Extreme care and safety precautions are required at all times. Special safety precautions, training, or protective clothing such as gowns, coats, gloves, glasses, hats or boots may be required.Physical and Mental Requirements:

Duties involve close hand-eye coordination and physical dexterity. Manipulation and motor control under conditions that may require extreme accuracy may be critical.Visual Demands:
Constantly reading documents for general understanding and for analytical purposes, routinely reviewing maps, and non-written materials such as instrumentation for analysis.
