Job Description

Departments:
Land Use (including Planning Board, Conservation Commission, and Zoning Board of Appeals) and
Board of Health FLSA Status:
Non-Exempt Hours:
34 hours/week
Pay Rate:
$22.00/hour
Schedule:
Monday, Wednesday, Thursday 8:00 AM-4:00 PM; Tuesday 8:00 AM-6:00 PM, Attendance at evening meetings as needed.
Position Purpose:
The Land Use and Board of Health Clerk provides comprehensive administrative support and professional customer service across multiple town departments. This position serves as a key liaison between residents and these departments, ensuring timely, efficient responses to inquiries while supporting essential department functions and assisting with day-to-day operations. This position may also be asked to assist in other departments when necessary, and will be trained to assist patrons with questions when other staff is unavailable.

Supervision Scope:
Performs a range of responsible duties that require thorough knowledge of municipal operations, the ability to prioritize tasks, and the capacity to manage cross-departmental responsibilities.
Supervision Received:
Works under the direction of the Town Administrator, coordinating closely with the Chairs of the Planning Board, Zoning Board of Appeals, Conservation Commission and Board of Health.
Supervision Given:
May provide support to temporary staff, interns, or volunteers as needed.
Job Environment:
The position is primarily performed in an office setting, with frequent interruptions. The work environment is moderately noisy. Regularly uses standard office equipment, including a computer, copier, phone, etc. Maintains regular contact with the general public, contractors, town staff, and department heads. Interactions involve providing information, answering inquiries, and resolving issues, requiring tact, courtesy, and strong communication skills. The position requires access to a limited amount of confidential information and discretion is essential to maintaining public trust.
Essential Functions:
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. Serve as the primary administrative contact for the Planning Board, Conservation Commission, Zoning Board of Appeals and Board of Health.
Responsibilities include:
Responds to inquiries by phone, email, and in person, providing clear, accurate information to residents about town processes and requirements. Prepare agendas, minutes, and related meeting materials. Schedule public hearings and legal ads, post notices, and update Town website for appropriate Boards/Committees. Assist with processing permits and applications, and complaints; ensuring all documentation is accurate and addressed/filed in a timely manner. Maintain public records, department databases, digital files, physical maps, and archives. Research historic records and files. Manage departmental mailings. Manage departmental budget. Receive payments. Handle turnover and accounts payable. Assist with preparation of bylaw updates for Town Meeting and state reporting. Schedule coordination and workflow management for staff, Board members, inspections, and outside contractors. Attend appropriate meetings, conferences, and trainings.
Minimum Qualifications:
High school diploma or equivalent required. Two or more years in an administrative or customer service role, permitting, or municipal experience is preferred.
Knowledge, Ability and Skills:
Strong computer literacy, including comfort with learning new systems (permitting, e-licensing, digital filing, and meeting software). Knowledge of municipal permitting processes, office procedures, and relevant Massachusetts regulations (public health regulations, Open Meeting Law, Public Records Law, Massachusetts General Law). Ability to organize work, meet deadlines, and manage multiple priorities. Excellent interpersonal and customer service skills. Proficiency with Microsoft Office Suite and database-driven workflows.
