Director of HCV Position Summary:
The Independence Housing Authority Special Programs Coordinator performs tasks in the development, implementation, and delivery of housing services to new and continuing assisted housing program participants for Portability, VASH, FYI, Homeownership, and Project-Based Assistance under the HCV Program. The position is responsible for applicant intake, eligibility determinations, participant certifications and reexaminations, rent calculations, landlord and participant communication, program documentation, and compliance with U.S. Department of Housing and Urban Development (HUD) regulations and Independence Housing Authority (IHA) policies and procedures. The position requires a high degree of accuracy, confidentiality, organization, customer service, and knowledge of HUD-assisted housing requirements.Hourly Starting Rate:
$23.00Key Responsibilities:
A. Program Administration Receive and process applications, referrals, and other requests Conduct applicant intake screenings and program briefings. Maintain and monitor assigned waiting lists. Determine applicant and participant eligibility in accordance with HUD regulations, and the HCV Administrative Plan. Perform annual and interim reexaminations based on changes in income, assets, deductions, expenses, family composition, and other applicable factors. Conduct final eligibility reviews and verify information required for continued assistance. Process participant admissions, move-ins, move-outs, rent changes, and End of Participation (EOP). Process portability-related activities and documentation as assigned. Prepare and review leases and HAP contracts for completeness, accuracy, and compliance with HUD and IHA requirements. B. Landlord and Participant Services- Provide professional and courteous customer service to participants, applicants, landlords, social service agencies, and authorized representatives.
- Explain program requirements, rights, responsibilities, obligations, and procedures to participants and landlords.
- Maintain accurate, complete, and organized participant files
- Prepare reports, spreadsheets, statistical information, demographic data, and other program information as assigned.
- Complete assigned desk audits and provides information required for management review.
- Process termination documentation, prepare files, and attend termination hearings when required.
- Maintain confidentiality and security of participant, landlord, and IHA information.
- Assist management with special projects, audits, reviews, and program initiatives.
- Participate in required training and maintain current knowledge of HUD requirements. D. Miscellaneous
- Serve as the primary point of contact for questions and issues relating to assigned caseload.
- Participate in IHA meetings, community events, training sessions, and workshops.
- Make recommendations for improvements to procedures, policies, and software capabilities based upon working knowledge.
- Observe all Fair Housing / Equal Opportunity Regulations and Laws by providing responses ethically to the clients.
- Communicate in a positive, professional and organized manner in person, phone, email, fax or mail.
- Performing all work duties and activities in accordance with Independence Housing Authority (IHA) policies and procedures and federal regulations.
- Strong follow up and organizational skills are essential to the successful completion of files within specified timelines. Track all full applications to ensure that they are completed in a timely fashion.
- Provide monthly reports on application processing timelines.
- Assist with preparation of materials for management, Board, HUD, auditors, and other authorized agencies.
- Other duties as assigned by management.
Knowledge/Skills/Abilities:
Must be detail oriented. Excellent customer service skills and desire to provide service that is humanizing, compassionate, and always committed. Outstanding oral and written communication skills. Functional knowledge using computers, email, and Microsoft Office. Knowledge of Federal housing program regulations, HUD regulations, and the Housing Choice Voucher Program. General principles and best practices of office management and organization. English usage, spelling, vocabulary, grammar and punctuation. Problem solving skills and the ability to work creatively with others.Minimum Qualifications:
High School diploma or GED equivalency.Preferred:
Two (2) years of experience in affordable housing, public housing, or Housing Choice Voucher programs.Preferred:
Experience with HUD programs, HCV regulations, EIV, HUD-50058, rent calculations, and housing management software. Willing to travel overnight for training, conferences or workshops. Possession of a valid MO photo ID is required. Computer and software experience in a related background. Precise and accurate documentation skills Ability to read, interpret and understand and apply regulations by Federal, State, local laws and codes. Possess good mathematic / quantitative skills Strong problem-solving skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses. Candidates must read, write and speak in a manner reflecting a professional business position.Work Environment:
The person holding this position will generally work in an office environment.Special Requirements:

- The employee must not be under the influence of drugs and alcohol while on property performing work for IHA.
