The term of this contract will be for one (1) year with options to enter into a new contract for additional year(s). The selected individual will support the delivery of energy efficiency services to low-income households across the state. This position will require periodic in-state and out-of-state travel for training and conferences. Required Documents to

Scope of Work:
1. Program Oversight & Compliance
- Assists in the oversight of subgrantee operations.
- Ensures compliance with federal and state regulations.
- Assists in reviewing, analyzing, and processing subgrants and modifications.
- Handles Department of Energy (DOE) & Low-Income Home Energy Assistance Program (LIHEAP) WX programs. 2. Data, Reporting & Accountability
- Supports data management and reporting tasks.
- Contributes to the overall effectiveness of the program.
- Utilizes technical systems, spreadsheets, and reporting tools. 3. Administration & Program Support
- Assists in preparing State Plans.
- Prepares Notice of Funding Availability (NOFAs) for
DOE & LIHEAP WX
Programs.
- Coordinates intake processing of incoming subgrantee documentation packets and systematically manages field calendars to coordinate schedules for program inspectors.
- Creates memos, letters, and maintains official program files.
- The assistant also organizes and secures physical and digital grant tracking files to ensure audit readiness.
- Serves in the absence of the WX Program Director on administrative concerns. 4. Technical Assistance & System Improvement
- Provide ongoing technical assistance to WAP Subgrantees on reporting requirements.
- Provide support for the WAP portal in the Virtual ROMA System. 5. Coordination & Travel
- Participate in required meetings with agency and division staff, Subgrantee's staff and Partners.
- Conduct in-state travel as needed to support the WAP Program.
- Conduct out-state travel for conferences and training as needed.
Detailed Deliverables:
The contractor will be responsible for producing the following deliverables, aligned with contract timelines and

expectations: 1. Subgrantee Operational & Compliance Reviews
- Conduct routine operational reviews of active subgrantees.
- Verify subgrantee alignment with federal and state regulations.
- Draft formal administrative and compliance tracking reports. 2. Subgrant Agreements & Contract Modifications
- Review and analyze incoming subgrant requests.
- Process contract modifications for the Department of Energy (DOE) program.
- Process modifications for the Low-Income Home Energy Assistance Program (LIHEAP). 3. State Plans & Notice of Funding Availability (NOFA)
- Compile necessary data components for official State Plans.
- Assist in drafting comprehensive annual State Plan documents.
- Prepare and format Notice of Funding Availability (NOFA) releases. 4. Program Data Management & Compliance Logs
- Execute routine data validation tasks using technical systems.
- Maintain structured program files for performance evaluation.
- Generate operational metrics to support reporting tools. 5. Official Correspondence & Administrative Support
- Draft formal memos and professional letters for program director review.
- Maintain centralized and organized compliance and grant folders.
- Provide administrative coverage during the Program Director's absence.
Compensation & Cost Structure:
- Flat contract amount: $74,500.00 annually (No additional reimbursement for overtime or fringe expenses).
- Compensation is all-inclusive (salary, administrative costs, travel, and deliverables).
- Payment structure may be tied to deliverables and performance milestones as defined in the contract.
Minimum Qualifications:
- Bachelor's degree in public administration, business, energy, or related field.
- Minimum of 2 to 4 years of experience in program administration, compliance, grants management and contract reviews.
