Overview The Dedicated ACCESS Billing and Support Secretary provides specialized administrative support for the Preschool Early Intervention Program with primary responsibility for coordinating and supporting the School-Based ACCESS Program (SBAP) in accordance with Pennsylvania Department of Human Services (DHS), Office of Child Development and Early Learning (OCDEL), Medical Assistance (MA), and Intermediate Unit requirements. The position is responsible for ensuring billing readiness, maintaining compliance documentation, monitoring provider credentials, supporting reimbursement activities, and assisting with data management and quality assurance processes. In addition to ACCESS billing responsibilities, this position provides administrative support throughout the Early Intervention referral and service delivery process while maintaining confidential student records and serving as a resource to staff regarding billing and documentation requirements. Responsibilities Determine Medical Assistance eligibility for Preschool Early Intervention students using PromISE and other approved eligibility verification systems. Coordinate and maintain School-Based ACCESS Program (SBAP) billing processes in compliance with DHS, OCDEL, Medical Assistance, and Intermediate Unit requirements. Maintain and monitor ACCESS billing systems, including SSG MAXCapture and other applicable reimbursement platforms. Review Preschool Early Intervention IEPs, service logs, and supporting documentation to ensure billing readiness and compliance with School-Based ACCESS Program requirements, while providing guidance to providers regarding documentation and service logging expectations. Review Management Exception Reports, coordinate correction of billing errors and documentation deficiencies, track denied claims, and support reimbursement follow-up activities. Monitor "Do Not Bill" indicators, group size requirements, service delivery documentation, and other billing compliance measures. Assist with reconciliation of billing information and reimbursement reports as requested. Monitor provider credentials, licenses, certifications, clearances, and required documentation to ensure continued billing eligibility. Maintain accurate, confidential electronic and paper ACCESS billing records, student files, and documentation in accordance with state and federal regulations, including records retention requirements for monitoring and audits. Upload and maintain provider documentation within SSG MAXCapture and related systems. Support provider training and technical assistance related to documentation expectations, compliance requirements, and billing processes. Collaborate with Early Intervention leadership, providers, fiscal personnel, and service coordinators to support ACCESS compliance, OCDEL monitoring activities, and program reviews. Assist with the Preschool Early Intervention referral process by receiving referrals, maintaining records, coordinating required documentation, and supporting communication with families and providers. Process physician authorization forms and other Medical Assistance documentation necessary for billing and service authorization. Prepare, process, distribute, and maintain ACCESS-related correspondence, reports, forms, and mailings. Utilize Keep Current/Grasp & Grow and other data management systems to support service documentation, provider information, and billing workflows. Respond to inquiries from families, service providers, school districts, and staff regarding documentation and billing procedures while maintaining positive and professional relationships with internal and external stakeholders. MAXCapture, Medical Assistance, and related trainings. Perform other duties as assigned by the Director or designee. Qualifications High School Diploma or equivalent, required. Associates Degree in Business Administration, Office Administration, Healthcare Administration, accounting, or related field preferred. One (1) to three (3) years of clerical or administrative experience, preferably in Early Intervention, special education, healthcare, Medical Assistance billing, or school-based ACCESS program preferred. Demonstrated proficiency in Microsoft Office Suite, Google Workspace, and database management systems. Ability to maintain confidentiality of student, financial, and personnel information in accordance with applicable laws and regulations. Excellent organizational, communication, and customer service skills. Knowledge of Pennsylvania School-Based ACCESS Program (SBAP) requirements. Experience with electronic documentation and billing systems. Knowledge of Pennsylvania Medical Assistance, OCDEL, and DHS regulations related to Early Intervention services. Excellent written and verbal communication skills. Strong organizational, problem-solving, and time management skills. Ability to exercise sound judgment and maintain strict confidentiality. Ability to work independently with minimal supervision. Valid Driver's License required.
