Schools and Nonprofits federal teams.Responsibilities:
Manage assigned federal financial assistance awards directly, including monitoring recipient and subrecipient progress, deliverables, and milestones and communicating assessments to federal staff. Perform advanced technical evaluations of recipient project scopes, schedules, and technical approaches to identify corrective actions as needed and recommend refined project requirements. Monitor assigned projects to ensure work scope, schedule, and budget are well defined and maintained. Review recipient technical and financial reports and deliverables for completeness, consistency, and compliance with the terms and conditions of the award. Review and recommend action on recipient requests for adjustments in scope, schedule, budget, or other award requirements, and assure all requirements stated in the agreement are met. Oversee award closeout for assigned recipients, including final technical and financial reports, equipment and property dispositions, and verification of completed facility improvements. Coordinate with applicable stakeholders and ensure all necessary reviews and approvals are received. Prepare briefings, decision memos, and presentations for the SNP federal team. Provide meeting support, including agenda development, facilitation support, notes, and action item tracking. Support program evaluation activities and conduct performance and project analysis during phase-down to benefit future projects and programs. Maintain accurate and current project documentation and records in accordance with DOE requirements and program business processes. Must be a U.S. citizen. Successful drug screening. Must be eligible to obtain and maintain a security or clearance badge.Minimum Required Qualifications:
Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelor's degree. Minimum of eight (8) years of relevant experience. A Master's degree may substitute for two (2) years. Leadership experience in problem-solving and experience managing Federal financial assistance programs and individual grants. Experience with the Federal Government, preferably with DOE. Experience with policies, functional requirements, and regulatory compliance support. Demonstrated capabilities in briefing and presentation support, document review and evaluation, program evaluation support, document preparation support, and meeting support. Technical knowledge of the energy efficiency and renewable energy project types funded under the Schools and Nonprofits programs, including HVAC, lighting, building envelope, controls, and on-site renewable installations, and the ability to evaluate projected energy and cost savings across diverse project types. Strong written and verbal communication skills.Preferred Qualifications:
Master's degree in a related discipline. Experience managing DOE grants and cooperative agreements, including knowledge of DOE-specific policies, functional requirements, and procedures. Experience working with local educational agencies (LEAs), school districts, nonprofit organizations, and State and local partners. Experience supporting the Renew America's Schools or Renew America's Nonprofits programs. Experience supporting SCEP or the Department of Energy. Familiarity with Davis-Bacon Act prevailing wage requirements and other federal labor and procurement standards applicable to construction and retrofit work. Project Management Professional (PMP) certification. Familiarity with DOE systems.Location/Work Arrangement:
This position is remote, 10% travel in Washington, DC. Schedule is full-time, Monday - Friday 40-hour week.Benefits:
