A Project or Program Administrative Assistant provides administrative assistance to a program team or project management team. Organizes files and assists with record keeping and data base management. Manages team calendars and helps to organize meetings and events. Provides administrative support for program activities, financial reports and budgets, grants or project proposals; may help to arrange travel.
The Loudoun County Department of General Services is seeking qualified applicants for the Waste Management Environmental Engineering and Compliance (EEC) Program Administrator II at our Solid Waste Management Facility in Leesburg, Virginia. This position will be partnered closely with the two Waste Management Division Managers, with all three roles reporting to the Assistant Director for Waste Management. Together, these leaders will ensure the delivery of effective, efficient, environmentally sound and regulatorily compliant solid waste, recycling, and waste reuse programs for the Loudoun community.
Key Responsibilities:
Manages the DGS Waste Management Environmental Engineering and Compliance Program (EEC), including Capital Improvement Plan (CIP) projects and program resources. Monitors projects from inception to conclusion. Manages the Waste Management CIP Program Budget (development, scheduling, monitoring) and a separate operational budget for the Environmental Monitoring and Permit Compliance Program. Directs long-term planning efforts, including landfill site development through closure. Ensures regulatory compliance and reporting, including adherence to federal, state, and local regulations; permit requirements; and completion of required reporting (e.g., environmental reports and certifications, annual groundwater report). Manages key operational programs and contracts, including groundwater monitoring, landfill gas wellfield, leachate management system maintenance, proposed

conversion and injection, and proactive semi-annual facility capacity tracking. Supports organizational leadership, acting on behalf of the Assistant Director, Division Manager for Landfill Operations, Division Manager for Business Operations as needed. Hiring salary is commensurate with experience. Master's degree in field related to assigned area and three (3) years of related, progressively responsible work experience, including one (1) year of supervisory or team leader experience or equivalent combination of education and experience.
Preferred:
Knowledge of laws and regulations governing the Waste Management area. Criminal, credit, and DMV background checks required. For DMV check, valid driver's license and good driving record required. (Driving records may be reviewed annually for continued qualification.) Hold or obtain First Aid/CPR certifications at hire or within four (4) months. Hold or obtain the following within six (6) months of hire: Virginia DPOR Waste Management Facility Operator License Classes, I, II, and III. Virginia DEQ Responsible Land Disturber Certification. Virginia DEQ Qualified Personnel Certification.
