Brief Description of DI:
The Doha Institute for Graduate Studies (DI) was founded in Qatar in 2015 as aDoha-based independent institution of higher education. The Institute offers MA and PhD programs in two schools: the School of SocialSciences and Humanities and the School of Economics, Administration and Public Policy. The Institute adopts a student-centred approach tolearning, promotes interdisciplinary research, and uses Arabic as the primary language of instruction, with fluency in English arequirement. DI aims to graduate researchers and practitioners who can advance knowledge and better the human condition, while upholding thehighest scientific, professional, and ethical standards. It provides advanced leadership-focused training that emphasizes the competenciesnecessary to satisfy the region's needs in sustainable development and intellectual advancement. Brief Description ofProgram:
As part of the School of Economics, Administration and Public Policy, the Master of Public Administration (MPA)program, accredited by NASPAA, aims to prepare and qualify students to join the job market and assume administrative positions in bothgovernmental and non-governmental organizations. The program emphasizes principles of equity, effectiveness, and diversity in its curriculumand in the recruitment process of students and faculty members. The Public Administration program also strives to graduate promisingadministrative professionals and experts who possess technical and managerial skills, in addition to promoting research and scholarlyproduction in both Arabic and English, contributing to the enrichment of the public affairs field.
Job Summary:
The School of Economics, Administration and Public Policy invites applications for a Professor of Practice in Public Administration. Theposition is designed for an accomplished senior practitioner or academic practitioner with substantial leadership experience anddemonstrated impact in public administration, public policy, governance, public-sector management, public service delivery, or relatedareas. The successful candidate will play a central role in connecting academic learning with the realities of public-sector practice,particularly in the education and professional development of executive and experienced students. The candidate is expected to bringsubstantial professional experience into the classroom through hands-on and problem-based learning, real policy and management cases,simulations, policy drafting, strategic and institutional analysis, and engagement with current public-sector challenges. Beyondteaching, the Professor of Practice will help strengthen the program's engagement with government and public institutions by developingpartnerships, facilitating practitioner participation in teaching and applied projects, supporting executive education and capacity-buildinginitiatives, and contributing to projects aimed at improving public institutions, public-sector performance, policy implementation, and thequality and effectiveness of public services. The position is open to candidates whose distinction derives from a senior career ingovernment, international organizations, public-sector institutions, consulting or other relevant professional settings, as well as academicpractitioners with substantial applied experience. Candidates must be highly proficient in Arabic and able to work effectively inEnglish.
Main Responsibilities:
Teach practice-oriented graduate and executive courses, using realpublic-sector cases, simulations, workshops, problem-solving exercises, and other experiential learning methods that enable students toapply concepts to actual administrative and policy challenges. Train students in the practical tools of public administration andpolicymaking, including policy drafting, policy briefs and memoranda, strategic planning, program and project design, implementationplanning, institutional analysis, stakeholder engagement, performance management, and evaluation. Supervise Capstone projects,consulting-style assignments, applied research, and policy projects, particularly projects undertaken in partnership with governmententities, public institutions, or other external organizations. Bring senior practitioners and policymakers into the learningprocess through guest sessions, practitioner workshops, policy laboratories, simulations, field-based assignments, and other forms ofengagement between students and public-sector leaders. Develop and maintain strong institutional partnerships with ministries,government agencies, public-sector organizations, international organizations, and other relevant institutions in Qatar, the GCC, and thewider Arab region. Initiate and contribute to executive education, professional training, and capacity-development programsaddressing the needs of public-sector institutions and senior and mid-career public officials. Contribute to projects andinitiatives concerned with public-sector development and modernization, including institutional reform, administrative capacity, governance,policy implementation, digital government, organizational performance, and improvement of public-service delivery. Work withpublic-sector partners to identify real policy and management problems that can be incorporated into courses, Capstones, applied researchprojects, case studies, and executive training. Develop original practice-based teaching materials, including cases drawn fromQatar, the GCC, and the Arab region, simulations, policy exercises, and other materials that connect public-administration theory withregional institutional practice. Contribute to the program's intellectual and professional profile through applied research, policypapers, professional reports, case studies, public engagement, or conventional scholarly research, depending on the candidate's backgroundand expertise. Participate actively in curriculum development, student mentoring, program development, committees, and the broaderacademic and institutional life of the School and Institute.
Qualification, Experiences and Skills:
Applicants should demonstrate a distinguished combination of senior professional experience, practical achievement, teaching capacity,and academic or intellectual engagement appropriate to a Professor of Practice appointment.
Candidates should:
Hold a PhD inPublic Administration or a related field, an advanced professional doctorate such as a DPA, or possess an exceptional record of senior-levelprofessional achievement and relevant academic engagement appropriate to a Professor of Practice appointment. Have substantialsenior-level experience in one or more of the following: government, public administration, public-sector leadership and management, policyformulation and implementation, institutional development, public-sector reform, public-service delivery, governance, internationalorganizations, or closely related fields. Demonstrate a record of significant professional impact, such as leading majorpublic-sector institutions or programs; designing or implementing policies; managing institutional reforms; improving public services;developing major government initiatives; advising senior decision-makers; or leading significant capacity-building ororganizational-development initiatives. Demonstrate the ability to translate professional experience into effective executive andgraduate education, using cases, simulations, policy exercises, workshops, applied projects, and other experiential teachingmethods. Have the ability to train and supervise students in practical areas such as policy drafting, policy analysis,implementation, strategic planning, institutional development, program management and evaluation, and public-sectorproblem-solving. Possess strong professional networks and the ability to build substantive partnerships with ministries, governmentagencies, international organizations, and other public and professional institutions. Demonstrate the capacity to develop orcontribute to executive education, public-sector training, institutional capacity building, and professional-developmentprograms. Demonstrate either a record of scholarly research and publication appropriate to their academic background or significantapplied intellectual contributions, including policy papers, government reports, institutional strategies, professional publications, cases,major advisory work, or other relevant knowledge products. Demonstrate the ability to develop externally supported projects,partnerships, training programs, applied research, or other initiatives that advance the program's engagement with the publicsector. Be highly proficient in Arabic and able to work effectively in English. Demonstrate the capacity to enhance theprogram's regional and international standing through professional distinction, public-sector engagement, policy impact, networks, appliedscholarship, or academic research. ​
