Job Description

THIS POSITION IS POSTED IN ACCORDANCE WITH THE AFSCME COLLECTIVE BARGAINING UNIT SUMMARY
The Management Technician reports to the Human Resources Generalist(s) and provides comprehensive support across the full employment life cycle, including talent attraction, recruitment, onboarding, development, retention, and offboarding. This position plays a key role in supporting employment functions for a diverse workforce, including Faculty, Coaches, Staff, Contractors, Volunteers, and Non-Credit Lecturers, with a primary focus on recruitment, talent acquisition, and onboarding processes. Working within a complex environment that includes multiple collective bargaining agreements, the Management Technician applies foundational knowledge of employment laws, regulations, contractual obligations, and established policies, procedures, and standards to perform a wide range of technical and analytical duties. The role requires careful attention to detail, accuracy, and compliance in all aspects of work. This is a highly confidential position operating within a professional environment. The incumbent must demonstrate a high level of professionalism, discretion, and integrity while effectively collaborating within the Human Resources department and engaging with stakeholders at all levels across the university. The position is responsible for delivering exceptional customer service and internal support, both internally and externally. The Management Technician exercises sound judgment in a variety of situations, including troubleshooting complex and sensitive matters. Success in this role requires strong written and verbal communication skills, as well as well-developed administrative and organizational abilities. ESSENTIAL DUTIES
Process employee life cycle transactions from attraction through offboarding, including but not limited to employer branding support, job postings, recruitment activities, pre-employment documentation, onboarding, hire actions, appointment notices and communications, HRIS organizational management updates, employee development and engagement support, employment renewals, separation notices, offboarding processes, temporary working out-of-class (TWOC) assignments, work schedule changes, and classification updates in accordance with established standard operating procedures. Provide guidance and support to candidates, Faculty, Coaches, Staff, and hiring managers regarding hiring processes and guidelines, ensuring alignment with collective bargaining agreements, employment regulations, and internal procedures. Coordinate and support position vacancy partner meetings with Human Resources Generalists and hiring managers; participate in meetings to provide process guidance and support talent acquisition efforts. Support the administration of the applicant tracking system (NEOED), including job postings, pre-employment screening, document collection, onboarding activities, and appointment processing. Assist Human Resources Generalists with candidate screening and referral processes; coordinate interview scheduling and administer pre-employment testing, as applicable. Monitor and communicate the completion status of new hire onboarding requirements, including required clearances. Process personnel actions for new hires, rehires, and employee changes within the Human Resources Information System (SAP). Assist with the administration and tracking of employee background clearances, including renewals, communications, and documentation; escalate non-compliance as appropriate. Troubleshoot system-related issues within NEOED and SAP, including complex organizational management transactions; collaborate with Information Technology and Human Resources leadership to resolve issues. Provide organizational management support through processing and maintenance of position-related data within SAP and the applicant tracking system, as appropriate. Support temporary working out-of-class (TWOC) assignments and classification processes, including preparation of personnel actions, related documentation, salary calculations, and communications, in coordination with Human Resources leadership. Assist with maintenance of and updates to the job description database to ensure accuracy and compliance. Conduct research and compile historical data related to classification and personnel matters to support Human Resources leadership decision-making. Provide guidance to clerical staff and student workers when applicable, including assigning and distributing work to support efficient operations, as appropriate. Make recommendations pertaining to processes and troubleshooting of daily personnel transactions within HR systems to enhance efficiency and the overall hiring and onboarding experience. Provide comprehensive support to Human Resources leadership across all phases of the employee life cycle, including recruitment, onboarding, engagement, retention, and offboarding. Prepare reports; coordinate scheduling; and support Human Resources programs, events, and initiatives. Deliver high-quality customer service and support to university employees and external stakeholders. Assist in the development and continuous improvement of departmental standard operating procedures. Participate in training, professional development, and other Human Resources initiatives as assigned. Maintain personnel files in accordance with established policies and compliance requirements. Provide cross-functional support to other Human Resources areas during peak operational periods. The above duties are normal for this position. WORK SCHEDULE
Monday through Friday 8:00 AM to 4:30 PM Three years of advanced clerical or para-professional work which included the collection, recording, compilation, and presentation of office management or program related information. OR Any equivalent combination of experience and training. An associate degree may be substituted for two years of required experience.
