Job Description

Under the direct supervision of the Chief Building Official, the employee in this position will process building permit requests, review and approve over-the-counter permits, coordinate issuance of complex building permits, and assist the general public and developers with building code and permitting questions. The Permit Technician will also perform various other administrative duties. This is a skilled, full-time non-exempt position.
ESSENTIAL FUNCTIONS OF THE JOB
Answer technical questions regarding requirements for submitting permit applications, permitting review and approval procedures, and inspection procedures Review permit applications for completeness and adherence to internal procedures Requests, collects, and maintains permit data. Generates reports to equip management with information to make decisions, identify permitting trends, and monitor permit review times and performance Assists applicants with online permitting needs Performs quality review of building permits and certificates of occupancy documents prior to issuance Coordinates building permit and certificate of occupancy issuance Accepts, reviews, and issues over-the-counter permits, such as decks, fences, roofs, patios, signs, pools, accessory structures, carports, plumbing, retailing walls not requiring structural review, driveways and driveway extensions, and others as assigned by the Chief Building Official Receive and record financial transactions to include permit fees, application fees, and bond fees. Issues building permits after completion of requirements. Responds to inquiries for employees, citizens, and others and refers, when necessary, to appropriate persons. Verifies licensure with the State Commerce Department Composes, types and edits a variety of correspondence, reports, memoranda, notes, minutes, agenda, and other material requiring judgment as to content, accuracy, and completeness. May establish and maintain filing systems, including day-to-day filing of office paperwork. Maintains inventories and orders office supplies and materials; Duplicates and distributes material. Assists in the procurement of department materials and supplies. Provides input on efficiency and ideas to streamline existing and future processes. Assists the Chief Building Official with creating standard operating procedures and training material for the Building Codes Division. Notarizes documents upon request of Development Services Administration. Assists the Development Services Administration with preparing and updating the software provider used for creating permits, invoices, CO's, and all other aspects of the Development Services processes. Assists the Development Services Administration in software implementation and maintenance. Assists Chief Building Official in training Permit Technician / Administrative Assistant 1. Performs other duties as assigned.
REQUIRED SKILLS
Ability to type and use standard office equipment. Ability to work with a variety of people, including employees and the public. Ability to take oral and written instructions. Knowledge of various filing systems. Ability to respond to inquiries from the public and members of the business community both effectively and professionally, while providing excellence in customer service. Working knowledge of computers and electronic data processing and permitting software. Working knowledge of professional office practices and procedures. Ability to deal effectively with the public in frequent stressful situations. Ability to analyze and interpret policies and procedures. Ability to perform difficult typing/data entry duties. Ability to read and interpret simple plans and maps, including tax maps. Experience in receiving and accounting for funds. Ability to maintain Notary Public status with the State of
TN REQUIRED QUALIFICATIONS
High School Diploma or GED 2 years' experience as a permit technician Demonstrated experience in municipal permit processes, plan review, and customer service Demonstrated knowledge of methods and techniques pertaining to building construction, zoning, and basic mathematics Microsoft Office, BlueBeam (or similar plan review software), and GIS/ArcMap Notary Public status with the State of TN Associate's degree in building construction can be substituted for 1 year of the required experience
PREFERRED QUALIFICATIONS
Permit technician certification Experience with land use, building permits and zoning Experience with plan review Experience receiving and accounting for funds Post-secondary education in building inspection technology
EQUIPMENT
This position requires the use of various office equipment including but not limited to a personal computer (word processing, spreadsheet generation), Microsoft Office and permitting software; 10-key calculator, telephone, facsimile machine, copy machine, postage machine, etc.
PHYSICAL REQUIREMENTS
While performing this job, the employee is frequently required to sit and talk or listen. The employee is occasionally required to walk, stand, climb, balance, stoop, kneel, crouch or crawl. The employee must also frequently use hands to operate, finger, handle, or feel objects, tools or controls, and reach with hands and arms. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Work is performed indoors in a comfortable, climate-controlled office environment. The noise level is low with a moderate paced schedule that requires interaction with the general public.
