JOB SUMMARY

The Dirt, Gravel, and Low Volume Road Specialist is responsible for the successful implementation and full administration of the Dirt, Gravel, and Low Volume Roads (DGLVR) Program and protecting the soil and water resources of Bradford County. The position requires that the person possesses or is willing to acquire knowledge of the Pennsylvania DGLVR Program. In addition, the DGLVR Specialist is responsible for education and outreach for the DGLVR Program.

JOB FUNCTIONS

Fully administering all administrative aspects of the DGLVR Program. Work with Township Supervisors to determine eligibility of township roads. Oversee all projects including the application of Driving Surface Aggregate. Responsible for job cost tracking, budget estimation, and final cost approvals. Must possess knowledge through engineering skills, practice and methods needed to carry out quality conservation programs. Assist Quality Assurance Board (QAB) in prioritizing projects. Must be onsite as necessary during construction projects. Must be comfortable interacting with other agencies or groups with job related needs. Maintaining a daily log of all work activities including mileage and project documentation. Familiarization of the Erosion and Sediment Pollution Control Program in order to possess a working knowledge of state regulations. Assist with all other Conservation Activities - including special weekend events. Attend and participate in staff meetings, the monthly Conservation District Board meetings, QAB meetings, and any other necessary meetings which may occur during and after normal business hours. Attend all program training including those that may include overnight stays. Develop educational programs for contractors, supervisors, and the public. Participate in other district programs as assigned by the Manager or the Board.

WORKING CONDITIONS 1.

The Project Specialist is expected to work 40 hours per week. A typical week will be Monday through Friday 8:00 a.m. to 4:30 p.m. with a ½ hour for lunch. Adjustments to the work schedule shall be coordinated with and approved by the District Manager. 2. Works indoors with adequate workspace, lighting, temperature, and ventilation. 3. Works with average indoor stress, but subject to frequent disruptions and noise. 4. Works with average indoor exposure to dust/dirt. 5. Works outdoors in all weather conditions to accomplish the specific responsibilities of the Dirt and Gravel Road Specialist job. 6. MENTAL REQUIREMENTS

Must have the ability to record, convey, and present information, explain procedures, and follow instructions; Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties; Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties; Sedentary work with occasional lifting, 50+ pounds; Must be able to pay close attention to detail and concentrate on work. Must be in good physical condition and be able to travel and access remote field sites that will include those with rough terrain during inclement weather.

REQUIRED

KNOWLEDGE, SKILLS and

ABILITIES

Bachelor's Degree in natural resources management or a closely related field, or an Associate Degree plus an equivalent combination of experience and training. Ability to demonstrate job related project management skills. Ability to work independently with minimal supervision. Ability to communicate effectively by phone, fax, and email with minimal supervision. Ability to prepare own reports and written correspondence. Ability to work outdoors and to negotiate uneven and rough terrain, including during inclement weather where wet and slippery surfaces are encountered. Required to provide own transportation, as necessary for fieldwork and meetings Mileage and miscellaneous expenses will be reimbursed as approved by the district. Must have and maintain a valid PA Driver's License. Ability to maintain confidentiality in regards to client information and records. Operates a variety of specialized/general equipment associated with work activities, which may include a printer, scanner, multimedia projector, CD recorder, digital camera, and GPS equipment. TRAINING

Bachelor of Science degree and/or related experience in Natural Resources Management, Engineering, surveying or related field. Must be able to work with people. Excellent communication, and time management skills are required. Must be willing to obtain required program certifications which may involve overnight travel. Experience in the installation of environmentally sensitive road maintenance practices, working with municipal road crews and officials, and project management. Must have own reliable transportation and possess valid driver's license. This is a full-time grant funded position.
