Job Description

The Vector & Vegetation Supervisor performs supervisory, administrative, technical, and skilled work in the planning, organization, and oversight of vegetation control, mosquito abatement, and related public health operations within the Public Works Department. This position is responsible for ensuring safe, efficient, and environmentally compliant vector and vegetation management programs to protect the health, safety, and quality of life for League City residents. The incumbent supervises field personnel, coordinates equipment and material use, ensures compliance with federal, state, and local regulations, and communicates with the public regarding vegetation and vector-related concerns. Work involves both office and field responsibilities, requiring decision-making, leadership, and specialized knowledge in pesticide application, vegetation control, and mosquito/vector monitoring. The duties and responsibilities outlined may be modified at any time to meet the needs of the organization. This is a safety sensitive and/or DOT position. As such, the employee will be required to participate in random drug testing conducted by the City. Plans, coordinates, and supervises vector and vegetation control operations, including mosquito surveillance, adulticide/larvicide applications, vegetation trimming, mowing, and related maintenance activities. Assigns daily work tasks, prepares schedules, monitors work performance, and ensures projects are completed safely and efficiently. Ensures compliance with Texas Department of Agriculture (TDA), Environmental Protection Agency (EPA), Federal Aviation Administration (FAA), and other regulatory guidelines related to pesticide use and vector control operations. Conducts inspections of storm drains, ditches, right-of-ways, and other public areas for vegetation overgrowth and mosquito/vector breeding sites. Supervises full- and part-time mosquito operators, vegetation crews, and contracted staff including scheduling, training, evaluation, coaching, and discipline. Oversees and participates in mixing, handling, and application of pesticides, herbicides, and other vegetation/vector control treatments. Operates and ensures maintenance of mosquito spray trucks, drones, vegetation equipment, and ULV (Ultra-Low Volume) sprayers. Maintains accurate records of pesticide applications, landing rate counts, vegetation clearing, and inspection findings. Prepares and manages operational budgets, assists with long-range planning, and submits reports as required. Communicates with the public to provide education on mosquito control, vegetation maintenance, and safety practices. Develops and enforces safety rules, regulations, and best practices for staff. Responds to emergency situations, such as weather events or public health concerns, requiring vector and vegetation response.
Non-Essential Job Functions:
Participates in community outreach and public education programs related to mosquito control and vegetation management. Assists with preparation of bid packets and vendor coordination for specialized vegetation or vector services. Provides support to other Public Works divisions as needed. Performs other duties as assigned to support departmental and city-wide operations. High School diploma (or GED equivalent) Valid Texas driver's license At least three (3) years of experience in vegetation maintenance, heavy equipment operation, or related vegetation and vector work. At least one (1) year of supervisory or crew lead experience. Valid Texas Department of Agriculture "Non-Commercial Political Subdivision Pesticide Applicator License," Category 12 Vector Control, or ability to obtain within three (3) months from date of hire. Knowledge of vector biology, mosquito control practices, vegetation maintenance methods, and environmental health concerns. Knowledge of street and right-of-way maintenance, equipment operation, and construction practices including safety rules and regulations. Strong supervisory and leadership skills with the ability to motivate and manage personnel effectively and maintain confidentiality when needed. Ability to interpret and apply TDA, EPA, and FAA regulations related to pesticide and drone use. Proficiency in record-keeping, scheduling, and reporting, including the use of GPS/GIS mapping tools. Ability to communicate effectively with employees, contractors, city officials, and the public. Strong organizational and time-management skills with the ability to prioritize multiple projects. Proficiency in English grammar, spelling, punctuation, and modern office procedures, methods, and computer equipment. Ability to perform basic mathematical functions including addition, subtraction, multiplication, division, percentages, and ratios.
Physical Requirements:
Essential physical demands include the ability to exert up to 50 lbs. of force occasionally, 20 lbs. frequently, and 10 lbs. constantly to move objects. Fieldwork requires standing, walking, bending, reaching, and operating vehicles and equipment.
Work Environment:
Work is performed indoors in an office environment and outdoors in field settings, including streets, ditches, right-of-ways, and areas with dense vegetation and standing water. The position is subject to exposure to extreme weather conditions, mosquitoes, insects, pesticides, loud noise, moving equipment, and uneven terrain. Safety equipment must be worn as required.
