Public Works / Grounds Crew Leader

PUBLIC WORKS / GROUNDS CREW LEADER
Perform and lead skilled and semi-skilled work associated with the maintenance and operation of City infrastructure, facilities, grounds, parks, recreation areas, drainage systems, rights-of-way, and the land application sewer system. Under general supervision, the Public Works / Grounds Crew Leader serves as a working crew leader, coordinating and directing the daily activities of assigned personnel while actively participating in field operations. The position operates vehicles with trailers, landscape and any other appropriate machinery, tools, and equipment; performs routine maintenance and minor repairs; promotes safe work practices; assists with special events and emergency operations; and ensures assigned work is completed safely, efficiently, and in accordance with City standards and departmental procedures.
THIS IS A DRUG-FREE WORKPLACE.
The Public Works Crew Leader works directly with the Public Works / Grounds Manager to provide day-to-day direction and training to assigned employees but works directly under the general supervision and direction of the Public Works Manager or other designated City official.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. A. Crew Leadership and Work Coordination Leads and participates in the daily work activities of assigned Public Works personnel. Provides work direction, assigns tasks as directed by the supervisor, monitors work progress and quality, assists employees with completing assignments, and communicates operational issues or concerns to the supervisor. B. Public Works Operations Performs and leads manual work functions and equipment operations associated with various City services, including maintenance of drainage systems, rights-of-way, streets, parks, recreation facilities, grounds, public facilities, and other areas of assignment. C. Landscaping and Grounds Maintenance Leads and performs landscaping, groundskeeping, and parks and recreation maintenance activities, including mowing, edging, trimming, weed control, leaf and debris removal, planting trees and shrubs, maintaining flowerbeds, installing sod, spreading gravel and soil, and maintaining landscaped areas. Performs arboricultural maintenance activities, including pruning, trimming, raising tree canopies within rights-of-way, removing limbs and vegetation, and maintaining trees and vegetation to promote safety, visibility, appearance, and accessibility. D. Parks and Athletic Facility Maintenance Performs and leads maintenance of parks, athletic fields, playgrounds, and recreation facilities. Duties may include grading, dragging and raking ballfields; applying field markings; repairing or installing park and playground equipment; painting; maintaining fencing; installing landscape materials; and performing other tasks necessary to maintain safe and functional recreation facilities. E. Drainage and Right-of-Way Maintenance Performs and leads maintenance activities involving City drainage systems and rights-of-way, including cleaning and maintaining drainage structures, ditches, culverts, stormwater facilities, vegetation, and other infrastructure. Removes litter, debris, sediment, vegetation, and other obstructions as necessary. F. Facility Maintenance and Repair Performs general maintenance and minor repair work on City buildings, facilities, structures, equipment, and other municipal property. Uses appropriate hand tools, power tools, and equipment to complete assigned maintenance and repair projects. G. Special Events and Traffic Control Assists with and leads Public Works activities associated with City special events, festivals, parades, and other functions. Duties may include transporting and setting up tents, tables, barricades, signs, equipment, and other materials; establishing temporary traffic-control areas; directing assigned personnel; and coordinating litter and debris removal. H. Emergency Response Responds to emergency calls and assists with City operations during severe weather, storms, flooding, ice events, fallen trees, roadway hazards, utility emergencies, and other emergency situations. May be required to work outside normal operating hours, including nights, weekends, and holidays, when necessary. I. Equipment Operation Operates a variety of vehicles, equipment, machinery, and tools used in Public Works operations, which may include trucks, trailers, tractors, mowers, bush hogs, trenchers, tillers, cement mixers, air compressors, chainsaws, blowers, string trimmers, edgers, spraying equipment, saws, axes, shovels, rakes, mechanical tools, and other equipment appropriate to assigned duties. J. Transportation of Materials and Equipment Loads, secures, transports, and unloads equipment, tools, materials, supplies, debris, and other items associated with Public Works projects and activities. Ensures loads and equipment are transported safely and in accordance with applicable requirements. K. Equipment Maintenance Performs and leads routine preventive maintenance necessary to keep City vehicles, machinery, equipment, and tools in safe and operable condition. Duties may include conducting inspections, checking fluid levels, changing or adding fluids, greasing equipment, cleaning and washing equipment, inspecting tires and safety equipment, and maintaining organized shop and work areas. Monitors equipment operation for safety and efficiency and promptly reports damage, mechanical problems, or unsafe conditions to the appropriate supervisor. L. Land Application Sewer System Operates, monitors, and performs routine maintenance and minor repairs, when appropriate, to the City's land application sewer system and spray field. Assists with maintaining pumps, irrigation components, spray equipment, grounds, and related infrastructure in accordance with established operating procedures and regulatory requirements. M. Chemical Application Mixes and applies pesticides, herbicides, fertilizers, and other approved materials as assigned. Operates spraying equipment and follows applicable label requirements, safety procedures, personal protective equipment requirements, and City policies governing chemical handling and application. N. Employee Training Assists with the orientation and training of Public Works employees in proper work procedures, equipment operation, maintenance practices, safety procedures, traffic control, and other assigned responsibilities. Demonstrates appropriate work methods and promotes consistent compliance with departmental standards. O. Safety Utilizes required personal protective equipment and appropriate safety precautions. Monitors work areas and assigned personnel to identify unsafe conditions or practices and takes appropriate action within the scope of the position to protect employees, contractors, motorists, pedestrians, and the public. P. Documentation and Reporting Prepares, completes, and maintains various forms, reports, records, correspondence, work orders, maintenance reports, inspection records, time sheets, equipment records, and other documentation associated with departmental operations. Q. Records and Technical Information Receives and reviews work orders, purchase orders, schedules, maps, plans, drawings, electrical diagrams, chemical safety data sheets, equipment manuals, catalogs, reference materials, and other documentation. Completes, processes, forwards, or retains documentation as appropriate. R. Communication and Coordination Communicates professionally with supervisors, employees, other City departments, contractors, vendors, suppliers, sales representatives, residents, and members of the public to coordinate work activities, communicate project status, exchange information, respond to questions, and assist in resolving operational concerns.
ADDITIONAL FUNCTIONS
Performs other related duties as required or assigned. Assists other City departments with projects, emergencies, special events, and operational needs as directed. May perform the duties of other Public Works personnel when necessary to maintain departmental operations.
MINIMUM QUALIFICATIONS A.
Education High school diploma or equivalent preferred. B. Experience Minimum of six (6) months of experience or training in one or more areas related to the assignment, including public works operations, road maintenance or construction, landscaping, groundskeeping, parks maintenance, equipment operation, drainage maintenance, wastewater operations, or a related field. Previous experience providing direction to work, crew leadership, or training to other employees is preferred. C. Equivalent Qualifications Any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position may be considered. D. Driver's License Must possess and maintain a valid Georgia driver's license and maintain an acceptable driving record consistent with City requirements. E. Work Zone Safety Certification Must obtain and maintain required IMSA Work Zone Safety certification within the timeframe established by the City. F. Additional Certifications Must obtain and maintain any licenses, certifications, or training required by the City or applicable regulatory agencies for assigned duties.
KNOWLEDGE, SKILLS, AND ABILITIES
The Public Works Crew Leader should possess: Knowledge of general Public Works operations, landscaping, groundskeeping, parks maintenance, drainage maintenance, equipment operation, and basic facility maintenance. Knowledge of occupational hazards and appropriate safety precautions associated with Public Works operations. Knowledge of basic traffic-control and work-zone safety practices. Ability to lead employees and coordinate daily work assignments. Ability to provide clear instructions and demonstrate proper work procedures. Ability to operate vehicles, machinery, equipment, hand tools, and power tools safely and effectively. Ability to perform routine preventive maintenance and identify equipment requiring repair. Ability to understand and follow oral, written, diagrammatic, and technical instructions. Ability to read maps, plans, equipment manuals, safety data sheets, work orders, and related documents. Ability to maintain accurate records and complete required reports. Ability to communicate professionally with employees, supervisors, contractors, vendors, and members of the public. Ability to exercise sound judgment and make appropriate field-level decisions within established policies and procedures. Ability to establish and maintain effective working relationships with employees, other departments, and the public.

Physical Ability Essential functions require moderate to occasionally heavy physical effort and may involve standing and walking for extended periods; climbing, balancing, bending, stooping, kneeling, crouching, reaching, and working in confined or uneven areas. The position may require lifting, carrying, pushing, pulling, or otherwise moving objects and materials weighing approximately 20-50 pounds, with heavier items requiring assistance or appropriate mechanical equipment. B. Sensory Requirements Some tasks require the ability to perceive and distinguish colors or shades of colors, sounds, visual cues, warning signals, equipment conditions, traffic conditions, and other environmental factors. The position requires the ability to communicate effectively orally and to receive and understand verbal instructions and warnings. C. Environmental Factors Performance of essential functions may require regular work outdoors and exposure to adverse environmental conditions, including heat, cold, rain, humidity, dirt, dust, pollen, mud, odors, fumes, noise, vibrations, moving machinery, traffic hazards, chemicals, pesticides, herbicides, wastewater, biological materials, insects, vegetation, and other conditions normally associated with Public Works operations. The position may require work around moving traffic, heavy equipment, drainage systems, wastewater facilities, construction areas, and other potentially hazardous environments. Employees are required to use appropriate personal protective equipment and follow established City safety procedures.
